Justification for Other than Full and Open Competition (JOFOC) for Smart Card Benefits The Bureau of Alcohol, Tobacco Firearms and Explosives (ATF) intends to negotiate on a Sole Source Basis with Washington Metropolitan Area Transit Authority doing business as (dba) WMATA to procure smart card benefits on an as need basis as required by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), see approved attached Justification and Approval for Other than Full and Open Competition (JOFOC). NAICS code is 485111 Mixed Mode Transit Systems. ATF is located at 99 New York Avenue NE, Washington, DC 20226. An award will be made utilizing the acquisition procedures under FAR Part 15.
