- Phil-Am Fund Draft Statement of Work The purpose of this notice is to comply with the synopsis and Presolicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(D): therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested offerors are encouraged to register themselves as an interested vendor. Subject to the availability of funds, the United States Agency for International Development Mission to the Philippines (USAID/Philippines) intends to issue a request for proposal (RFP) in order to select a contractor to implement the Philippine-American (Phil-Am) Fund Project. The Phil-Am Fund will provide grants for activities such as business start-ups, promoting innovation through entrepreneurship, widening citizen advocacy for public accountability, transparency and integrity, strengthening efforts to combat human trafficking, innovating technology-based solutions to child and adult literacy, and improving sustainable management of natural resources and conservation of biodiversity. The project is intended to contribute to USAID’s goal of sustainable, more inclusive broad-based growth in the Philippines. It will also contribute to USAID’s goals for working more with and empowering local organizations in line with USAID Forward, the agency’s reform agenda. This procurement will be limited to only Philippine/local organizations. To qualify as a local organization, an organization must: (1) be organized under Philippine laws; (2) have its principal place of business in the Philippines; (3) be majority owned by individuals who are Filipino citizens or lawful permanent residents of the Philippines or be managed by a governing body the majority of whom are Filipino citizens or lawful permanent residents of the Philippines, and; (4) not be controlled by a foreign entity or by an individual or individuals who are not citizens or permanent residents of the Philippines. Eligible local organizations may be local private, for-profit organizations, non-governmental organizations (NGOs), universities/colleges, research organizations, professional associations, relevant special interest associations, faith-based and community organizations. Philippine Government owned and controlled corporations where the government owns a majority interest or where the majority of the governing body is composed of government employees are included in the definition of local organization. The draft Statement of Work is provided with this Presolicitation notice for information purposes. No proposals should be submitted based on this Presolicitation notice. The complete Request for Proposal is anticipated to be posted on or about January 18, 2013.
