- Solicitation Number: AG-344V-S-13-0001 Notice Type: Combined Synopsis/Solicitation Synopsis: The Trails Unlimited Enterprise Unit in Monrovia, Ca has a requirement for the Equipment Rental with maintenance for the following: Small dump truck, backhoe, vibratory roller, plate compactors, medium-bulldozer (JD-450), mini-excavators (Bobcat 310) & scaffolding (10'x10'modules), 3- CY dump truck (Ford F-450 size), Backhoe loader 4x4 mid-size (JD-310), 36" bucket, 30" roller vibratory plate compactor 24" 12" X 12" Wacker Packer, Pumps, Generators, Rotary hammer drill & various other small construction equipment. Use of this equipment is to help process work orders for trail construction, and trail bridge construction projects throughout the United States. These work orders are requested by the National Forests and the usage will be for a period of 36 months. The end result of this synopsis/solicitation is a multiple award contract for equipment rental. Award will be 3 years, base year plus 2 option years. First of many projects to commence 21 January 2013. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-38 effective 10 December 2009. This is a Request for Quote (RFQ) and the solicitation number is AG-344V-S-13-0001. This solicitation is issued as a small business set-aside. The associated NAICS code is 115310 and the associated size standard is $7,000,000.00. Contractor shall provide one each of the following when needed, with maintenance: Small dump truck, backhoe, vibratory roller, plate compactors, medium-bulldozer (JD-450), mini-excavators (Bobcat 310) & scaffolding (10'x10'modules), 3- CY dump truck (Ford F-450 size), Backhoe loader 4x4 mid-size (JD-310), 36" bucket, 30" roller vibratory plate compactor 24" 12" X 12" Wacker Packer, Pumps, Generators, Rotary hammer drill & various other small construction equipment. The period of performance is 21 January 2013 through 30 September 2015. Place of Performance: National Forests Nationwide, USA. Used Equipment is permitted to be offered. However, all items must be covered by the manufacturer's warranty and items must be in good condition. Contracting Officer may require seller to provide documentation to verify standing conditions of the used equipment being offered. Failure to provide details when requested may result in removal from the competition and/or sellers' offer may not be evaluated for award. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal. 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of these contracts by written notice to the Contractor within 30 days after the expiration of the current performance period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years. Contractor shall remove all contracted rental equipment from the specified locations within 48 hours after the period of performance ends. Should contracted rental equipment remain in place beyond 48 hours, the Government is not liable for usage, theft, lost, damages, or replacement cost due to contractor's negligence to take possession of owned items. The contractor shall coordinate with the Contracting Offers Representative (COR) at each site to assure placement at correct locations. COR will fill out a pre and post inspection sheets verifying that items have been delivered and are operational per spec of the contract. Contractor must stand by until these inspections are complete. Items many require to be relocated within the same general location. Unit should have the ability to relocate as required. The contractor shall coordinate with the Contracting Officer's Representative (COR) at each site to ensure placement at correct locations.
