Description
THIS IS NOT A PRE-SOLICITATION. Concerns having the ability to expand the current USGS Physical Access Control Systems (PACS) in accordance with the most recent requirements of Homeland Security Presidential Directive 12 (HSPD-12) and Federal Information Processing Standards 201 (FIPS 201). The system shall provide for detecting, delaying, and deterring unauthorized individuals from entering the internal offices and suites while providing access to authorized personnel. The PACS shall consist of a PACS controller; access control panels (ACPs), FIPS 201 reader, and related sensor and door control devices. The PACS controller shall be a network appliance, while the ACPs may be either a traditional multi-door control panel, or a single-door edge devise. Security Install Solutions, Inc. (SIS) currently has the warranty and maintenance responsibility for the USGS PACS System along with security clearances/access and knowledge of the current system and design. Access and expansion by another contractor may potentially void the standing warranties and result in compromising security at existing locations. SIS currently has all background checks through both USGS and GSA and has full access to all building on the DFC. Based on the information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the items specified as a sole source from Security Install Solutions, Inc., 5305 E. Evans Ave, Ste. 102, Denver, CO 80222 and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who fell they can furnish the required item or their functional equivalents (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Governments only official notice of this procurement.
