- ***PLEASE DO NOT SEND CAPABILITY STATEMENTS, BUT ANSWER THE SPECIFIC QUESTIONS UNDER REQUESTED INFORMATION*** By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable Firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: The Distribution Tunnel System (DTS) serves as an infrastructure for conveying combined sewage overflow (CSO) to the Chicagoland Underflow Plan (CUP) McCook Reservoir Project, expected to be online within this decade. The reservoir will provide nearly 10 billion gallons of storage for Chicago's Tunnel and Reservoir Plan (TARP) from overflow at the existing Mainstream and Des Plaines tunnels. The DTS also serves to distribute stored CSO in the reservoir to the Stickney Water Reclamation Plant once floodwater recedes and plant treatment capacity is alleviated. Facilities for the DTS include a Control Building, Access Shaft and Valve Chamber that suffered structural damage, allowing water to seep in and cause inundation. Water mixed with raw sewage produced a corrosive environment that damaged various components of the facilities. The Control Building is at ground surface above the chamber, which is located approximately 300ft below the surface, connected by the 26-feet diameter shaft. The McCook Reservoir DTS Repairs project will consist of repair and/or replacement of the systems affected by water and/or corrosion damage in addition to new improvements for existing facilities. These various systems and components include: Heating and Ventilation Equipment - Air handling unit, sensors, electrical panels, circuit boards; Hydraulic Power Unit (HPU) System - hose connections, control panels, terminal cabinets, valve; Dewatering Pumps System - terminal panels, cables, control panels, coating, valves, actuator; Sump Pumps System - terminal cabinets, cables, control panels, valves, piping; New shelter for water/splash protection of the pump system in the Valve Chamber; Cone Valves electrical systems - disconnect boxes, cables, coating, grease lubrication system; Slide Gates electrical systems - pull boxes, wires, coating; Service Water and Compressed Air Systems - valves, hose connections, pressure stations; UPS - unit relocation; Electrical Distribution - switchgears, power panels, pull boxes, junction boxes, wires; Construction of a new Electrical Room in the Control Building to house existing electrical equipment; Replacement of all Electrical Receptacles in the Valve Chamber; Repair and replacement of pipe and equipment coatings in moist environments; Improvements to existing collection system to manage groundwater seepage in the Valve Chamber; Backup Electrical Power Engine Generator - Supply and Installation of a new backup generator; Structural repair of concrete monolith and concrete floor in the Valve Chamber; On-call service for maintenance/operation of valve chamber during construction period. Additional miscellaneous systems and components included in the rehabilitation are, but not limited to, the following: Lights, Bridge Crane, Elevator, Fire Alarm System, Gas Detection System, CCTV system, Telephone system. New equipment will be installed while existing equipment is online. Training, maintenance and start-up of rehabilitated and new equipment are required in coordination with existing equipment vendors. Should this Agency issue a formal solicitation for these requirements, prospective offerors will be required to submit enough technical information to allow an in-depth technical analysis of their proposed methods and approaches. SCOPE OF CAPABILITIES: The USACE-Chicago District is searching for contractors that are capable of meeting all of the above requirements. Contractors must have experience working in confined spaces and relevant project experience within the last 5 to 10 years. Similar experience includes projects such as large pump station, high voltage, hydraulics, deep cavern entry with work on electrical/mechanical systems, coatings, concrete work, confined space entry, limited entry, operation and maintenance of crane, wastewater projects, etc. and are of particular interest with respect to this solicitation. Since this notice is being used to assess the extent of Firms capable of fulfilling the government's requirements, this Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Is your company registered with the System for Award Management (SAM) database? If not, has it been registered or does it plan to register? 2. In consideration of NAICS Code 237990, with a small business size standard of $33.5 Million, which of the following small business categories is your business classified under? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3. Is the potential offeror a small-business interested in performing as a subcontractor? 4. Is your company currently prohibited from doing business with the Federal Government? Yes/No (If yes, please explain.) 5. How many projects has the potential offeror completed that include working on electrical and mechanical repairs in underground facilities over 100ft deep in the past 5 year and 10 year periods? 6. How many projects has the potential offeror completed that include resurfacing, painting and coating corroded materials in moist environments in the past 5 year and 10 year periods? 7. How many projects has the potential offeror completed that include treating and restoring concrete surfaces damaged by mineral build-up from groundwater seepage at deep underground locations in the past 5 year and 10 year periods? 8. Does the potential offeror have a competent person from within their company certified for confined space entry safety?
