- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Horiba Instruments, Inc. to provide an upgraded Horiba light duty chassis system Constant Volume Sampler for the National Vehicle and Fuel Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, Michigan 48105. The Testing and Advanced Technology Division (TATD) light duty test cell A005 is being rebuilt with a new four wheel drive chassis dynamometer. The gas sampling equipment that was removed before construction is aging and many components are not available for replacement when problems arise. Components of the Constant Volume Sampler (CVS) are not suitable to be upgraded to current testing criteria. The EPA?s National Vehicle and Fuel Emissions Laboratory, Ann Arbor, Michigan utilizes the CVS system as a means for test sequencing, control, and exhaust sampling. This upgrade shall replace aging CVS equipment currently at the EPA Facility that is capable of running vehicle tests under the requirements of the proposed amendments of 40 CFR part 1066. The aging system currently only has a single sample path and pump with a motor controlled butterfly valve to control tail pipe back pressure. The CVS system upgrade will provide dilution of emissions via a common dilution tunnel six inches in diameter for both gasoline and diesel powered vehicles. The system must be capable of sampling both bag and dilute continuous exhaust samples from both gasoline and diesel catalyst equipped vehicles. The system will be made capable of raw gas sampling and ready for future installation of a compatible raw analysis bench including CDTCS integration. The CVS equipment should be compatible with an existing dynamometer with current video driver?s aid and existing benches to assure test control and functionality. For the equipment specified, the contractor shall have total system responsibility, which shall include integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, documentation, warranty, and training of EPA staff. The contractor shall be responsible for documenting measurement trace ability and system acceptanc e in a manner suitable for audit to ISO 17025 standards. This procurement will be accomplished unsing FAR Part 15 Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
