Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No, F1D1632348A01. The solicitation document; incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-62. This requirement is set aside 100% for small business. The North American Industry Classification System code is 424920, with a business size standard of 100. This is an unfunded requirement. Funds are presently not available for this contract. No legal liability on the part of the Government may arise until funds are made available. No award will be made until funds become available. The Government will award a firm fixed price contract for the requested equipment for Joint Base Andrews. Interested parties must submit clear and convincing documentation the capabilities to satisfy the requirement specified above. The documentation shall include prices and descriptive literature containing sufficient documentation to establish a bona fide capability to meet this requirement. Failure to produce literature will be considered an incomplete quote and will not be evaluated for award. Only written responses will be considered. Required delivery location is at 5016 Menoher Drive, Joint Base Andrews MD 20762 and must be delivered No Later Than 30 days after receipt of the purchase order. FOB is destination and the resulting contract will be firm fixed price. FAR PROVISIONS: It is the vendor's responsibility to be familiar with all applicable clauses and provisions. All FAR/DFARS/AFFARS clauses may be viewed in full text via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/. The following provisions are applicable: 52.212-2 - Evaluation - Commercial Items (Jan 1999). EVALUATION PROCEDURES: The government will award a contract resulting from this solicitation on the basis of a "Lowest Price Technically Acceptable" (LPTA) determination. An award will be made to the lowest evaluated offer that is technically acceptable. The government may communicate with an offeror in order to clarify or verify information submitted in their offer. Partial quotes or quotes without specifications will NOT be accepted. Non-conformance with this requirement may result in the offers being determined unacceptable. Only one (1) award will be made as a result of this combined synopsis/solicitation. All offerors should timely notify the government of any changes in inventory and market availability that may preclude or delay performance of the delivery schedule and any other terms and conditions stated herein. The government intends to make award to the responsive firm without discussions; however, the Government reserves the right to conduct discussions if deemed to be in its best interest. EVALUATION PROCEDURES: The Government intends to make a single purchase award to the responsible contractor who has the best overall offer based on price and Lowest Price Technically Acceptable" (LPTA) determination. Quote must be in full compliance to all other requirements set forth in the solicitation who can meet the delivery date specified in this solicitation (No Later Than 30 days) after receipt of the purchase order in brand new condition. When evaluated, all evaluation criteria will be weighed equally. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be required to provide a hard copy of their price break-down. No partial quotes or quotes without specifications will be accepted.
