- The Department of Veterans Affairs Medical Center (VAMC), 2300 Ramsey St, Fayetteville, NC is seeking a qualified Service-Disabled Veteran-Owned Small business (SDVOSB) A/E firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for project no. 565-13-105, Renovate/Expand Surgical Suite. This procurement is restricted to Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541310 and small business size standard of $7 Million. This is a 100% Service-Disabled Veteran-Owned Small Business Set Aside. Potential contractors must be registered in SAM (www.sam.gov) and visible/certified in Vet Biz (www.vetbiz.gov) at time of submission of their qualifications in order to be considered for an award. As a prospective offeror or bidder for this Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside, you are verifying your company meets the status requirements of a SDVOSB concern as established by 38 CFR Part 74. NOTE - Offerors are referred to VAAR Clause 852.219-10(c)(1): "Services (except construction) at least 50 percent of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns". In order to assure compliance with this clause, all firms submitting a SF 330 for this Sources Sought Notice are required to indicate what percentage of the cost of contract performance will be expended by the concerns employees and in which discipline(s) and percentage of cost of contract performance to be expended (and in what disciplines) by any other subcontracted or otherwise used small or large business entity(s). Any subcontracted or otherwise business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc). Description of work to be performed includes design work for the preparation of 100% complete working drawings, specifications, and cost estimates as required to renovate/expand surgical suite, Wing D, Bldg 1 at the VA Medical Center campus, Fayetteville, NC. The renovations/expansion shall be designed with coordination with all VA staff, for input from various program areas that have impact in this building. VA space criteria shall be used as a guide with standards implemented into the plans. Work to also include all associated site work and other related work as required, integrating the renovated space/land and new structure completely into the campus. In order to be considered for selection, the A/E firm MUST MEET the following requirements: 1) specific experience in renovations/expansion of surgical units; 2) current registration in SAM and is an SDVOSB firm, registration in VetBiz, with the applicable NAICS code of 541310, Architectural and/or 541330 Engineering and, 3) response time of 90 minutes to the VAMC, Fayetteville, NC. NOTE: Response time is defined as a physical presence at this medical center via automobile (not corporate or commercial aircraft, nor Amtrak). A/E Selection Criteria: The A/E firm must address the following areas in their submission, not necessarily listed in order of importance or merit: (1) Professional Qualifications; (2) Specialized Experience and Technical Competence; (3) Past Performance relevant in scope of this advertized project; (4) Facility location; (5) Cost Control; (6) Schedule Control; (7) Estimating Effectiveness; (8) Describe your experience and capabilities in the following areas: energy conservation, environmental assessment, computer aided design, drafting and other computer applications; (9) Describe circumstances and outcomes of any litigation you have been involved in over the past five (5) years; and (10) indicate type and amount of liability insurance you carry. Qualifications (SF330) submitted by each firm will be reviewed and evaluated based on the following criteria (listed in no particular order of importance) as required by Federal Acquisition Regulation (FAR) Part 36.602-1 and VA Acquisition Regulation (VAAR) Part 836-602-1: (1) Professional Qualifications: the qualifications of the individuals which will be used for this service. The specific state licensed/registered professional disciplines (North Carolina licensed architect, certified interior designer, mechanical engineer, electrical engineer, fire protection engineer, cost estimator, AutoCAD Operator). NOTE: the lead architect/engineer must be North Carolina P.E./R.A. (2) Specialized Experience and Technical Competence in the type of work required including, where appropriate, experience in electrical, plumbing & mechanical design, experience in healthcare/medical facility design, energy conservation, pollution prevention/waste reduction, LEED and the use of recovered materials, ADA, NFPA 101 Life Safety, Interior Design, and Value Engineering & Life Cycle Cost Analysis; (3) Past Performance: the past performance of the firm on contracts relevant in scope to this advertised project that were accomplished with the Department of Veteran Affairs, other federal agencies, and private industry in terms of cost control, quality of work, and compliance with performance schedules. Project past performance references older than 3 years will not be accepted. (4) Location in the general geographical area Fayetteville VAMC (within 2 hour response at the VA) of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms that cannot be on site at the VA Medical Center Fayetteville, NC within a two hour response time will be given a lower rating than those firms that can. Firms that can meet the two hour response time will be given the minimum acceptable rating. (5) Capacity to Accomplish the Work in the required time. The general work load and staffing capacity of the design office will be responsible for 51% of the design, and the ability to accomplish the work in the required time. This includes ability to produce scaled construction documents in minimum version AutoCAD 2012. (6) Implementation of the Design Quality Control Program and Program Management: Identify the roles and responsibilities of the major personnel of the firm and depict the understanding and implementation of Quality Control procedures for this project. (7) Record of significant claims against the firm because of improper or incomplete architectural and engineering services; (8) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. SUBMISSION REQUIREMENTS: Qualified SDVOSB firms are required to submit two (2) hard copies of the SF 330s (which can be downloaded from www.gsa.gov/forms) and Supplemental Information (see Attachment 1), and one (1) CD which contains digital copies of the SF 330s and Supplemental Information. All packages shall be submitted no later than 3:30 PM, EST on FEBRUARY 11, 2013. All submittals must be sent to the attention of Joanne Swann, VA Medical Center, 1100 Tunnel Rd, Bldg 15, Rm 331, Asheville, NC 28805. The submission must include an insert detailing the following information: (1) Dun & Bradstreet Number; (2) Tax ID Number; (3) The e-mail address and phone number of the Primary Point of Contact and; (4) A copy of the firms VetBiz Registry. The Contracting Officer is not responsible for not receiving submissions due to the offeror misaddressing the package or illegibility of the information. NOTE: Any request for assistance with submission or other procedural matters shall be submitted via email only (joanne.swann@va.gov), telephone inquires will not be honored. NOTE: The SF 330 submission is limited to a MAXIMUM of thirty (30) pages, with a font size no smaller than 11. SF330 submissions that do not meet this criteria will be determined as non-responsive. On-site interviews will be scheduled with the three (3) highest ranked firms. Once the interviews are complete, the highest ranked firm will be issued a solicitation package. ?
