- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The proposed procurement is for the refurbishment/upgrade of existing MK15 MODS 0 and 1 Special Application Sniper Rifle (SASR) to serviceable condition in accordance with the Depot Maintenance Work Requirement (DMWR) (DMWR/JXN/C12/0133) to include parts and labor. The MK15 MOD1 Sniper Rifle Systems provide Special Operations Forces (SOF) with a reliable, man portable, Sniper System to attacking targets from distances up to 1500 meters. Solicitation will be issued for an anticipated Indefinite Delivery/ Indefinite Quantity (IDIQ) type contract that will cover a five year ordering period. The Government intends to award a Firm-Fixed Priced (FFP) five year IDIQ contract with a minimum contract amount of $6,000 and a maximum contract amount not to exceed $5,000,000.00. Multiple awards may be issued. Delivery terms are 90 days after effective date of order with F.O.B at destination. Inspection and acceptance will be at destination (ship to UIC) - one of the following N00164, N39585, N39587, or R08973 - to be determined at the delivery order level. This procurement will be issued competitively as a 100% small business set-aside. Sources may submit an offer that will be considered in accordance with (IAW) FAR 6.203 and FAR Subpart 19.501, being procured under North American Industry Classification System code (NAICS) 332994 - Small Arms Manufacturing. The Government intends to award to the responsible contractor(s) whose offer is the best value to the Government, considering past performance and price related factors. Contractor(s) must be ANSI/ASQ/ISO-2009 or equivalent and adhere to ATF P 3317.2 in the secure storage and handling of Government Furnished Equipment (.50 Caliber Sniper Rifles) and DoD 5100.76M Appendix 2. The items being purchased will be manufactured and packaged in accordance with a technical data package (TDP) including Depot Maintenance Work Requirement (DMWR/JXN/C12/0133), Statement of Work (SOW), Contract Data Requirements List (CDRLs) and associated drawings. The TDP will be posted to FedBizOpps at the same time the solicitation is posted. Contractors submitting proposals to the solicitation must be properly registered in the Government(s) Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in accordance with FAR 4.11 in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. This will be a commercial acquisition in accordance with FAR Part 12. The solicitation will be available on or about 02/15/2013 at the following address: www.fbo.gov.
