Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), National Personal Protective Technology Laboratory (NPPTL), Pittsburgh, PA, hereby announces its intent to issue a purchase order Michael McKenna and Associates, LLC for the development of investigation protocols for and support of Fire Fighter Fatality Investigation and Prevention Program (FFFIPP) investigations for protective clothing and self-contained breathing apparatus (SCBA). A search of potential offerors was conducted by NPPTL employees through membership and participation on National Fire Protection Association (NFPA) Standards Development Technical Committees and the ASTM International F23 Committee on Protective Clothing and Equipment, NPPTL industry knowledge of the extremely limited availability of fire service background and expertise in conducting investigations on PPE involved in fatalities or line-of-duty deaths (LODDs) further narrowed the search of potential offerors. Based on the NPPTL knowledge and industry search, only one suitable source was identified. Michael McKenna and Associates, LLC. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement in the format they choose, not to exceed 10 pages. Please forward the capability statement to Denise Rains, Purchasing Agent, and Reference 000HCCLG-2013-55343. Centers for Disease Control and Prevention. All vendors are required to be registered in the System for Award Management (SAM) prior to an award of a federal contract. The website is: www.sam.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Michael McKenna and Associates, LLC, 8511 Saint Germaine Court, Roseville, CA 95757 as the only source and a purchase order will be issued without any additional notices being posted.
