- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is NRC-HQ-13-R-33-0045 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-63. The associated North American Industrial Classification System (NAICS) code for this procurement is 334112 with a small business size standard of 1,000.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-01-21 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Rockville, MD 20852 The Nuclear Regulatory Commission requires the following items, Exact Match Only, to the following: LI 001, IBM 3592 Extended 700GB tape cartridges labeled and initialized. MFGR Part No.: 23R9811, 400, EA; LI 002, IBM cleaning tapes MFGR Part No.: 18P7535, 30, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Nuclear Regulatory Commission intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Nuclear Regulatory Commission is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The offeror shall direct all questions relating to this solicitation only to the NRC Contract Specialist (karla.garcia@nrc.gov) no later than 12PM EST on Tuesday January 15, 2013. The offeror shall direct any questions relating to the fedbid.com website to fedbid.com by email or by telephone. Quotation must be valid for at least thirty (30) days after close of this reverse auction. Quotations will only be considered from sources that are IBM authorized resellers. Offerors shall provide evidence of such authorization from IBM with their quotation. The following FAR clauses will apply to the resultant purchase order: 52.212-4; 52.212-5, including the following fill-ins in paragraph (b): (52.204-10, 52.209-6, 52.219-6 (Alternate I), 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.223-18,52.225-13, 52.232-33,); and any license agreement(s) that were submitted with the quotation. License agreements would become an Addendum to the purchase order, as set forth in clause 52.212-4(s). The Government will only consider open market quotations. Quotations from Federal Supply Schedule contracts or GWAC contracts will not be considered. The Government intends to award a purchase order to the responsible offeror whose technically acceptable quotation is deemed to represent the lowest price. The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 6 months from date of award. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. Only offers for the exact brand name item shall be considered. The U.S. Nuclear Regulatory Commission?s (NRC) Office of Information Services (OIS) uses the IBM TS1130 tape drives as backup devices. These tape drives are used to backup critical NRC data contained in the IBM P8-based Agencywide Documents Access and Management System (ADAMS) and Electronic Information Exchange (EIE) systems, along with other critical Agency systems. As such, it is imperative that the magnetic tapes used for backup be both covered by the Original Equipment Manufacturer (OEM) warranty and not cause errors during either the backup process, or during any potential file restore process. Previous attempts to use non-standard brands of tape caused errors to occur during nightly backup processing, resulting in an increased number of hours needed for the support staff to troubleshoot and correct, and adding a high level of risk to the Agency backup process. No Section 508 standards apply to this solicitation as it is for the purchase of a media storage device. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov.
