- A. GENERAL INFORMATION 1. INTRODUCTION/BACKGROUND This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information contained in this notice. This announcement constitutes the formal Request for Proposal (RFP) NIHLM2013626-SV and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through December 2012 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-63. This is a small business set aside and the North American Industry Classification System (NAICS) code is 237130. Description It is the intent of the National Institutes of Health (NIH), National Library of Medicine (NLM) to procure professional for the following features and capabilities: Dark fiber (i.e. fiber unlit-by-electronics) for two diverse-path connections between the National Library of Medicine (NLM) Telephone Equipment Room Building 38A 8600 Rockville Pike, Bethesda, Maryland 20894 (NPA/NNX 301/435) and the Mid-Atlantic Crossroads (MAX) consortium facilities located at the University of Maryland Computer and Space Sciences Building, Building #224 Room 0312A, College Park, MD 20742-2411 (NPA/NNX 301/405) is required in order for the NLM to communicate and physically exchange Internet traffic with domestic and international biomedical researchers via advanced communication systems in a diverse and robust manner. These redundant diverse fibers will need to continue as long as necessary into the immediate future so that the NLM can continue to communicate with its users and research partners over advanced high-performance networks in a reliable fashion. Many NLM users domestically and internationally access its resources via high-performance connections at their respective institutions which in turn connect with their regional aggregation points which in turn connect to their respective national research and education networks all of which enables continued collaboration and advances in biomedical research and development. This worldwide network of advanced research and education networks and their peering arrangements is the structure by which this happens. The MAX operates, in the Washington, DC area the regional aggregation point for traffic to/from domestic and international destinations. All proposals received by January 22, 2013 at 12:00 P.M. (Eastern Standard Time) will be considered by the National Library of Medicine (NLM). Responses must be in writing, and must include pricing information and meet the criteria requirements. All responses from responsible sources will be considered.
