- TITLE: GLOBAL POSITIONING SYSTEM (GPS), AND WARRANTY SERVICE PLAN FOR THE CORPS OF ENGINEERS GALVESTON DISTRICT, GALVESTON, TEXAS. CONTRACT AWARD OF THIS PROJECT IS CONTINGENT UPON THE AVAILABILITY OF FUNDS. 1. LOCATION AND DESCRIPTION OF AREA & PROJECT OFFICES - The GPS equipment and warranty service plan described in this Scope of Work will be utilized within the boundaries of the Galveston District, which covers the entire Gulf Coast of Texas from the Sabine River to the Rio Grande. The Galveston District is comprised of three Area Offices each of which have project or survey field offices. The names and locations of the various locations where GPS equipment and services will be required for this contract are as follows: Northern Area Office, 2000 Fort Point Road, Galveston, TX Bay City Survey Group, 107 W. Industrial Park Drive, Bay City, TX La Porte Survey Group, 11800 North D Street, La Porte, TX Port Arthur Project Office, 8737 9th Avenue, Port Arthur, TX Southern Area Office, 1920 North Chaparral, Corpus Christi, TX Brownsville Project Office, 3270 FM 802, Brownsville, TX 2. GENERAL - The contractor operating independently and not as an agent of the Government, shall in accordance with the terms and conditions of this contract, furnish all labor, management, equipment, and maintenance and do all things necessary to provide and warranty GPS survey equipment as provided herein below. 3. EQUIPMENT TO BE PROVIDED - Contractor is to provide six (6) complete Trimble brand (or equal) GPS packages and equipment to the Galveston District as described below. The equipment supplied must be able to withstand rugged field conditions. All equipment asked for and supplied shall be brand new. 3a. Six (6) Trimble R10 GNSS receivers (or equal) to function as rovers and six (6) Trimble R10 GNSS receivers (or equal) to function as bases. All receivers shall be designed to operate on federal frequencies of 406-420MHz. Each kit shall include all necessary cables, cases, poles (carbon fiber), mounts, tripods (to include a fixed height tripod kit), and antennas to operate as a base and/or rover. Each GPS receiver shall be supplied with a minimum of three (3) lithium-ion batteries and one external charger, plus spare interface cables. 3b. Six (6) TSC3 (or equal) Data Collectors with all necessary interface cables and cradle mounting assembly with quick release bracket, set up to operate on the Texas VRS/RTK Network in the Houston, Galveston, Corpus Christi, Brownsville, and Port Arthur areas. 3c. Six (6) Texas VRS/RTK Network Membership subscriptions for one (1) year. 3d. Six (6) Trimble Business Center Survey (or equal) software packages with individual stand alone licenses for Microsoft Windows. 3e. Six (6) VHF base and rover radio kits, designed to operate on federal frequencies of 406-420MHz, including all interface and power cabling. 4. SUPPORT & WARRANTY SERVICE PLAN - The contractor shall provide technical support for the government owned GPS equipment listed in Paragraph 3. The contractor shall also provide replacement loaner equipment, if at any time the government owned GPS equipment fails and must be sent in for repairs, as described herein below. The service plan agreement shall be provided for a period of 5 years. 4a. Equipment Failure: The Contractor shall provide comparable loaner equipment within 24 hours of being notified of the failure of base and rover radios, base and rover equipment sets, and/or data collectors, which must be sent back to the factory for repairs, throughout the service plan extent. This service shall be provided at no additional cost to the Government. 4b. Technical Support: The Contractor will provide remedies for technical issues by providing phone support. Technical support may require a site visit by the contractor to any of the sites listed in Paragraph 1 at no cost to the Government, to get any technical issues resolved, such as equipment configuration issues and troubleshooting that cannot be resolved over the phone. The contractor shall also provide updates to firmware and software throughout the service plan extent. The contractor must also have/provide (an) office(s) within 150 miles of a minimum of three office locations listed in Paragraph 1. Two of the locations must be the Galveston Office and the Bay City Office. This service shall be provided throughout the service plan extent. 5. TRAINING - The contractor will conduct training on using equipment and software for one (1) day at the Galveston District Office, one (1) day at the La Porte Survey Office and one (1) day at the Southern Area Office. The contractor is also responsible for setting up GPS equipment so that it operates on the Texas VRS/RTK Network. This training, setup and equipment shall be provided at no additional cost to the Government. 6. QUALITY CONTROL/QUALITY ASSURANCE - The contractor shall be responsible for insuring that all equipment performs in accordance with the manufacturer's specifications, upon delivery. A Request for proposal (RFP) will be issued on or about 28 January 2013. The North American Industrial Classification System (NAICS) Code applicable to this project is 334220. The Small Business Size Standard is 750 employees. RFP will not be available in paper format or on compact disc.
