- ***N0017413SN009 Amendment*** Change to response date below and addition of incumbent and contract number. - Incumbent contract is CACI under contract N00178-04-D-4026-FG03 - This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Naval Surface Warfare Center, Indian Head Division (NSWC, IHD). The purpose of this Sources Sought is to seek the availability and capability of qualified contractors that are interested in and capable of performing the work described therein: The Joint Staff (TJS) is currently the program manager of an Enterprise Resource Planning (ERP) capability known as the Enterprise Business Accountability System (EBAS). The EBAS Program Manager requires contractor support for EBAS. The EBAS PM provides cross services to select DoD Agencies as a Shared Service Provider (SSP) for Momentum. The solution consists of three integrated financial and budget systems: Comptroller Automated Budget System (CABS), the Programming Budget System (PBS), and the Exhibit Automation System (EAS). CABS and PBS are implementations of CGI ™s Momentum Financials and Momentum Performance Budgeting (PB), respectively. EAS is a Government Off-the-Shelf (GOTS) solution. Additional EBAS tools include: eAcquisition or eACQ (a procurement requirements, funding, and approval workflow), eORF (a workflow supporting spending and approvals of Official Representation Funds), and eTraining or eTRAIN (a workflow supporting the approvals and SF 182 forms required for requesting and funding, training). These additional EBAS tools are built in webMethods, and support generation of forms, digital signatures, and back-end financial updates and funds control directly in the CABS application. The suite of integrated tools and systems, its interfaces, automated workflows applications, and COGNOS reporting capability collectively allow EBAS to automate DoD Agencies ™ business processes. EBAS represents an end-to-end Program, Budget, Execution, Accounting, and Reporting solution, automating and integrating processes from formulation and justification through execution. In this capacity, the EBAS performs the following high level functions with contractor support. Program Management Support “ including, but not limited to, to providing oversight to DoD agencies that are migrating their current business process environments to the EBAS (Momentum) infrastructure. This includes providing business process integration, implementation planning, workforce preparation, data conversion, and help desk services. Customer Implementation “ providing full system integration deployment of customers in the EBAS Momentum and Business Intelligence, FinMart, based solutions. This includes full lifecycle implementation support including: project management, requirements, design, configuration, system integration, and test, delivery and acceptance, and maintenance. Additionally, TJS provides and maintains the partitioned Momentum instance within the DISA infrastructure to its customers during and after deployment, as well as change management activities. Operations and Maintenance “ providing full life cycle support of the EBAS solution including Tier 1 and 2 support, technical and functional operations of all activities related to the Momentum solution. Critical Factors for EBAS Support: Please provide your capabilities and past performance as the prime contractor related to performing all three of these high level activities seamlessly with one client in a prime contractor capacity. TJS seeks to understand where the vendor has performed these functions across the entire life cycle, from program management support through operations and maintenance. Please detail your capability and past performance as the prime contractor supporting the Momentum Federal Financial system for version 6.5 and above, within the Department of Defense. This should include the number of clients that you have performed the complete lifecycle implementation, as well as performing O&M in a DoD environment. Please detail your capability and past performance as the prime contractor supporting eAcquisition or eACQ (a procurement requirements, funding, and approval workflow), eORF (a workflow supporting spending and approvals of Official Representation Funds), and eTraining or eTRAIN (a workflow supporting the approvals and forms required for requesting and funding training). This should include the number of clients where you have developed and/or maintained these Momentum workflows applications. Please detail your capability and past performance as a prime contractor supporting at least three separate service support (SSP) customers on a multi-tenant, single instantiation Momentum environment. This should include where you have supported a multi-tenant, single instantiation Momentum environment during the complete lifecycle implementation, as well as performing O&M. Please detail your capability and past performance as a prime contractor supporting the Business Intelligence financial management data warehousing and reporting application, FinMart. This should include the number of clients where you have implemented and supported FinMart. Please detail the number of current employees that possess a Top Secret clearance that are dedicated to providing system implementation support and services to the Momentum Federal Financial Suite. Additionally, please indicate if your company holds a Facility Clearance and currently operates an approved Sensitive Compartmentalized Information Facility (SCIF). Please detail your capabilities and past performance as a prime contractor supporting the SFIS initiative within a complex Momentum environment. Please include details of the solution footprint required to support SFIS. Please detail your capabilities and knowledge of the Momentum ODA community. Please include details including the integration between Momentum and other DoD systems/applications. Interested organizations should submit a tailored response for this requirement, not to exceed 15 single-sided pages presented in single-space and using a 12-point font size minimum, that clearly detail the ability to perform the aspects of the notice described above. Responses should also clearly demonstrate the offeror ™s ability to fully meet the requirements specified above, including the security requirements. If the offeror cannot meet all of the requirements listed above, please identify those that can be successfully met. Responses must specify the offerors business size and type and demonstrate similar work that has been performed in the past. All proprietary information should be marked as such. A copy of the response must be received no later than close of business 11 Feb 2013. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. All contractors must have a valid registration in the System for Award Management (SAM) www.sam.gov. The intention of this announcement is to survey the market for potential offerors.
