Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Gilberto Carmona, 11914 Gold Needle Way, Columbia, MD 21044-4504 to provide Professional Laboratory Support Services for the Experimental Medicine Section, Division of Intramural Research, NIDCR. Mr. Carmona will provide the laboratory with services designing and writing experimental protocols aimed at elucidating the effects of altered genetic expression of IA-2 and IA-2β on neuroendocrine alterations in knockout and transgenic mice on neuroendocrine alterations in knockout and transgenic mice for the Experimental Medicine Section, Laboratory of Sensory Biology. The contractor shall also serve as the principle person to genotype and breed the knockout and transgenic mice and will perform molecular biological assays to determine / measure changes in transcription factors and micro-RNAs and will keep detailed records of all experiments performed. The services to be performed are as follows: - Design and write experimental protocols involving knockout and transgenic mice; - Perform molecular biological assays to determine/measure changes in transcription factors - Complete pharmacologic reconstitution experiments - Serve as the principle person to genotype and breed the knockout and transgenic mice and will perform molecular biological assays to determine/measure changes in transcription factors and micro-RNAs; and, - Keep detailed records of all experiments that will be performed. The sole source justification is based on the fact that Mr. Carmona has been performing these experiments for the past three years. Because of his past experience, Mr. Carmona has been invaluable to the laboratory in continuing and extending ongoing experiments and initiating new experiments especially related to behavioral pharmacology Due to the continued need of these in progress experiments, it would be detrimental for a third party to take over them at this time. The period of performance shall be for twelve (12) months from date of contract award. The delivery point is the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 541720, Research and Development in the Social Sciences and Humanities, and is a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-62 (December 20, 2012). Interested parties may identify their interest and capabilities in response to this synopsis by January 23, 2013 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
