- Description
- The Department of Commerce intends to award a Firm Fixed Price purchase order on a Sole Source basis to Environment and Energy (E&E) Publishing. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. This requirement is for E&E Publishing's electronic/web access subscription bundle to include the current editions of Environment & Energy Daily, ClimateWire, GreenWire, and E & E News PM, as well as access to the archived editions. The information developed and compiled by E&E Publishing is considered proprietary, as their material is protected by copyrights and exclusive distribution rights. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the Government, within 5 days after date of publication of this synopsis. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
