- N40083-13-R-0003, Design-Bid-Build Construction Contract Navy Drug Screening Laboratory at Naval Station, Great Lakes, IL This proposed procurement is 100% set-a side for competitive Small Business. No geographic restrictions apply. The NAICS Code for this procurement is 236220, with a size standard of $33.5 million. The Government's objective is to obtain all labor, supplies, supervision, tools, materials, equipment, and transportation necessary for a Design-Bid-Build Construction Contract for Navy Drug Screening laboratory at Naval Station Great Lakes, Great Lakes, IL. This is a one-step design-bid-build construction project and the solicitation will result in one contract award. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The work includes, but is not limited to: This project is a Design Bid-Build Project that will construct a facility approximately 29,900 square feet to house laboratory, support services, administrative and training spaces for the navy Drug Screen Program at Naval Station, Great Lakes, Illinois. Provide supporting facilities including utilities, site improvement, parking, access roads, signage, and environmental protection. Provide LEED 3.0 Silver Certified rating. Provide commissioning and operation and maintenance (O&M) manuals. Offerors shall demonstrate the ability to have performed this work on previous projects. This solicitation will use source selection procedures in which the Government will evaluate proposals based on the following factors: FACTORS Factor 1 “ Experience Factor 2 “ Safety Factor 2 “ Past Performance Price The estimated cost of this potential project is $25,000,000. A Bid bond will be required at time of proposal. Performance and payment bonds will be required upon contract award. This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. All interested Small Business firms must have bonding capability. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All contractors are encouraged to attempt to download prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holders list off the internet, if necessary. The official plan holders list will be created by registration and will be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offerors ™ responsibility to check the website periodically for any amendments to this solicitation. Participation in the pre-proposal conferences and site visit is mandatory and is the responsibility of the offeror and is not reimbursable by the Government. Liquidated Damages and Davis Bacon Wages will apply to this procurement. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities, and financial information to the Government. The CCR website can be accessed at www.ccr.gov. Reference is made to DFARS Clause 252.204-7004, Required Central Contractor Registration. All new contracts can ONLY be made to contractors who are registered in CCR.
