- Description
- The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) of the National Institutes of Health (NIH) is soliciting proposals on a full and open, competitive basis to award a contract for the "NIDDK Data Repository." The NIDDK Data Repository stores data from large clinical studies, including data associated with stored samples, and acts as the Data Coordinating Center for the NIDDK Central Repositories. Storing and allowing subsequent use of biological materials and associated data collected in clinical studies is one way for the NIDDK to meet its responsibility to maximize the value of these studies. The NIDDK's Central Repositories' collection of the biosamples and associated clinical, diagnostic, genotypic, pedigree structure and/or other data is a resource that advances the development of diagnostic and treatment tools for many diseases. The NIDDK Biosample and Genetics Repositories, which are separately supported, house biological materials collected in large clinical studies. The NIDDK Data Repository stores the data from these large studies, including data associated with the stored biosamples, and acts as the Data Coordinating Center for the NIDDK Central Repositories. The NIDDK Data Repository acts as a central coordinating entity and facilitates efficient distribution of data and samples. As an archive and distributor of highly usable legacy datasets, the NIDDK Data Repository allows re-analysis of these data and, where relevant, of specific biosamples, thus encouraging work by junior investigators, investigators with novel approaches, and others not included in the original funded studies. Towards the above ends, the objective of this acquisition is to continue the NIDDK Data Repository to perform the following tasks in a highly efficient, rapid, secure, and cost-effective manner: (1) receive and test the validity of electronic databases from completed studies, and maintain the stored databases; (2) maintain stored databases; (3) curate data to derive study metadata and descriptive variables that permit Web-based searches of the entire inventory using keywords and other features of samples and datasets; (4) carry out activities to support cross-listing of sample inventory with other national and international sample catalogues; (5) assist study coordinating centers and the NIDDK Biosample and Genetics Repositories in setting up labeling systems to cross-reference samples and associated data; (6) maintain a searchable, up to date central inventory of samples kept at the NIDDK Biosample and Genetics Repositories, and provide inventory reporting structures for individual studies; (7) create and maintain a searchable inventory of informed consents associated with each sample; (8) create and maintain a website for all of the NIDDK Central Repositories; (9) provide timely and informative analyses of databases in response to researcher inquiries about availability of appropriate samples and data; and (10) provide a system for requesting databases and/or samples, and or distribution of databases and/or stored samples to investigators granted access by the Project Officer, including a Web-based application and application review system. The information systems, consulting, and database archiving tasks required in this procurement are highly technical and require extensive experience, expertise, and long-term commitment. The data from each study represent the efforts of hundreds of investigators to improve the public health through biomedical research, and the voluntary participation of thousands of patients and family members. The data and samples represent taxpayer funded work by the National Institutes of Health and it is important that these be made available to qualified researchers for the public benefit. The data cannot be replaced without great expense and effort, and, therefore, it is essential that they be protected from loss, damage or misuse. The Contractor's project director must have extensive experience in successful database management. The Contractor's staff must be highly trained to work with, maintain, and analyze numerous databases, including those in Oracle and other DBMS's. Because all these studies contain data from human subjects, all staff must be familiar with human subjects protections and be sensitive to the bioethical issues involved in handling subject data. Finally, the Contractor must have a demonstrable long-term interest in providing these services, to ensure that there is continuity throughout the period of the contract. A cost-reimbursement type contract using NAICS code 541690 - Other Scientific and Technical Consulting Services, is contemplated. NLM intends to award a five year contract, with a base year plus four option years, beginning on or about July 1, 2013. FAR Part 15 procedures will be used to compete this procurement with full and open competition. The request for proposals is expected to be released on or about January 29, 2013 at the FedBizOpps website.
