Sources Sought Notice Draft of Performance Work Statement See Attachments for Sources Sought Documents. Attached is the Sources Sought Notice and Performance Work Statement. Real Property Management - Sources Sought This is a Sources Sought Notice only. No solicitation is being issued at this time. 30 CONS/LGCB is seeking commercial sources with the technical expertise to provide real property management for the 30th Civil Engineer Squadron at Vandenberg AFB, CA. The general description of services is as follows: The contractor shall provide, unless otherwise noted, all materials, supplies, equipment, personnel, services, and supervision necessary to perform administration of the Real Estate Management Office at VAFB, California-to include real property accountability, real estate transactions, legal instruments, real property reporting, accounting and capitalization, real property inspections, inventories, disclosures, facility space utilization and related administrative tasks as defined in this Performance Work Statement (PWS)[(as stated in the PWS 1.1 Services - 1.1.1.)]. It is anticipated that the contract performance period will include a base year (1 Oct 2013 - 30 Sep 2014), and five option years (1 Oct 2014 - 30 Sep 2015, 1 Oct 2015 - 30 Sep 2016, 1 Oct 2016 - 30 Sep 2017, 1 Oct 2017 - 30 Sep 2018) and one six-month extension through 31 Mar 2019) exercised at the unilateral right of the Government. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 561210. The size standard for NAICS 561210 is $ 33.5M. This proposed contract is being considered as a set-aside under a small business set-aside program. The government is interested in all small businesses including (8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, or, if applicable based on NAICS code, Women Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, Women Owned Small Business or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. The Government requests interested parties submit a brief description of capabilities, anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Contractors may be afforded a one-on-one opportunity to discuss suggestions, ideas, and comments regarding the proposed acquisition. Based on number of interested parties for the one-on-one opportunity, the Government may sponsor an industry day. This forum would provide insight on the requirement. This Sources Sought Notice is also issued for the purpose of market research in accordance with FAR Part 10. The draft Performance Work Statement (PWS) is posted with this notice and interested parties are encouraged to submit industry comments and/or suggested changes to the PWS. Respondents are also encouraged to submit information regarding commercial practices that the Government should consider implementing for this acquisition. Interested firms are requested to utilize the attached form when responding to this notice. Please limit your response to no more than five (5) pages inclusive of the provided form and your response. Responses must be submitted in writing NLT 1P.M. 23 Jan 2013 Pacific Standard Time. Additional information regarding this requirement will be posted for viewing on FedBizOpps at https://www.fbo.gov/ as it becomes available. Interested parties are cautioned that the draft PWS posted with this notice is subject to change; the formal version of the PWS will be released with the solicitation on a future date. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, Central Contractor Registration (CCR) (now System for Award Management - SAM), lack of registration in the CCR/SAM will make an offeror ineligible for contract award.
