- Specification - NRL-13-RS02 NRL-13-RS02 – HYBRID UNDERWATER CAMERA Contact Information Richard D. Sewell, e-mail richard.sewell@nrlssc.navy.mil and phone 228-688-4571 Important Dates RFI submissions are due no later than close of business January 28, 2013 Special Notice This is neither a formal Request for Proposals (RFP) nor a Request for Quotes (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request for information (RFI). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL’s use of such information either as part of our evaluation process or in developing specifications for any subsequent requirement. Objective The Naval Research Laboratory (NRL) is searching for potential sources capable of supplying a commercial portable Hybrid Underwater Camera system for use in both diver operations and on Unmanned Underwater Vehicles with minimal modifications The required Hybrid Underwater Camera (HUC) system shall provide active underwater images through seamless integration between active acoustical and optical underwater imaging systems, as stated in the draft specifications. The HUC shall be an eye-safe, turn-key, real-time system with (a) helmet mount display for divers, (b) self-contained data storage, and (c) power for up to 45 minutes of operation, with a separate tethered option included to be linked to a ruggedized surface computer with up to 150m in transmission range. The required HUC system shall also include HUC system operation manuals, software to enable operation, as well as system performance estimation, and software code for time-resolved laser system point spread scattering model. A field acceptance test is required as part of the HUC system delivery, with vessel(s) and diver support provided by the vendor. The draft specification is attached hereto. NRL requests information and a rough order of magnitude (ROM) estimate of cost/price for a Hybrid Underwater Camera system that possesses comparable or better characteristics than those in the attached specification. The intent of this RFI is to gauge industry interest, capabilities and relevant heritage experience in providing the required system given the attached specification. CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: Contact and Business Information a) Name of Company and Point of Contact (POC) b)Telephone Number, Fax Number, Address and e-mail address of POC c) Company DUNS Number and Cage Code Technical Information (a) Information to clearly document the capability of each firm’s system to meet or exceed all of the minimum needs of the Government, as stated in the draft specification, based on examination of the firm’s product literature, catalogue or market information, or other data sources. (b) Information to document the Party’s demonstrated experience in manufacturing and servicing these devices. Pricing and Schedule Information NRL is requesting interested parties to provide Rough Order of Magnitude (ROM) estimates of cost/price for the desired system and delivery schedule. Past Performance Information Please provide in the response a list of Navy, DoD, or Federal contracts supported during the past 36 months with a brief description of the supply or service provided per each contract. Only list contracts for equipment similar to that required under the attached specification. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response.
