- The National Cemetery Administration is soliciting offers under Solicitation No. VA786-13-R-0078 for the following: The purpose of this contract is to perform Turf Fertilization & Weed Control Application (Project I) and Tree and Shrub Services and Tree & Shrub Spraying to Control Insects & Disease (Project II) for the Indiantown Gap National Cemetery in Annville, PA. Project I: The Contractor shall furnish all supervision, labor, equipment, materials and supplies necessary to provide Turf Fertilization and Pre-Emergent Crabgrass / Broadleaf Weed Control Services at Indiantown Gap National Cemetery. Performance includes eight (8) scheduled applications of fertilizer and herbicides. "This service includes all labor and materials necessary to provide and deliver, FOB Destination, turf fertilization and broadleaf / crabgrass weed control services for Indiantown Gap National Cemetery, RR2 Box 484 Indiantown Gap Road, Annville, PA 17003. The contractor shall provide all labor, equipment, and materials necessary to provide Turf Fertilization and Pre-Emergent Crabgrass / Broadleaf Weed Control Services for 90 acres to be treated at Indiantown Gap National Cemetery. "The VA will award a single or multiple award "firm-fixed price / requirements service contract pursuant to this solicitation for commercial items. The contract will contain one (1) base year and four (4) renewable option years. This contract is SUBJECT TO THE AVAILABILITY OF VA FUNDS. No services will be performed by the contractor after September 30th of each year, until the contracting Officer authorizes such services in writing. "The contractor shall apply a herbicide that is combined to control pre emergent crabgrass and post emergent broadleaf weeds in liquid form at manufactures recommended rate allowable for cool season grasses. All herbicides shall be applied with properly calibrated spraying equipment. The contractor shall begin the application after the soil temperature has reached 55degrees for three consecutive days. This is the time that crabgrass seeds begin active germination in the soil. Any application that is completed before this time period may not be as effective in overall crabgrass control. The dates for application listed in the application schedule are only an estimated time frame and could begin earlier or later depending upon the soil temperatures. "Offerors are urged and expected to inspect all sites where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance. In no event shall failure to inspect a one or all sites constitute grounds for a claim after contract award. If you plan to conduct a site visit / inspection at Indiantown Gap National Cemetery you must contact one of the following cemetery personnel to make arrangements: James Metcalfe II, Cemetery Director - (717) 865-5254, Duane Mendenhall, M &O Foreman - (717) 926-1265 or Facsimile # (717) 865-5256. Project II: The Contractor shall furnish all supervision, labor, equipment, materials and supplies neces- sary to provide Insect / Disease Control Services for Cemetery Trees & Shrubs at Indian Town Gap Nat- ional Cemetery. Performance includes seven (7) scheduled spray applications of dormant - horticultural oils and pesticides / fungicides. "This service includes all labor and materials necessary to provide and deliver, FOB Destination, to provide Tree & Shrub Spraying for Insects & Disease Control at Indian Town Gap National Cemetery, RR2 Box 484 Indiantown Gap Road, Annville, PA 17003 in accordance with the application schedule. "The contractor shall be aware of the intensive labor and equipment requirements needed to meet contract specifications. Inclement weather - other than prolonged snow cover or unusual amounts of rain shall not be considered an excusable delay in meeting specifications. The government expects the Contractor to work throughout all weather conditions and to apply additional labor and equipment as necessary to meet deadlines. "The VA will award a single or multiple award "firm-fixed price / requirements service contract pursuant to this solicitation for commercial items. Evaluation criteria for this award will be in the following descending order: 1) Technical, 2) Past Performance, 3) Price. Responses to the solicitation are due by 2:00 p.m., February 6, 2013.
