Description
The Naval Air Systems Command, PMA-209 (Air Combat Electronics), is soliciting information from contractors that have developed or are currently developing a Mobile User Objective System (MUOS) capable airborne radio system. This announcement constitutes a Request for Information (RFI) for planning purposes. This is NOT a Request for Proposals (RFP). The Government is sponsoring an internal study to assess MUOS system alternatives that would enhance the current secure voice and data satellite communication (SATCOM) of airborne radios. This RFI is focused on concepts consistent with an operational solution in the 2016 to 2018 time frame. Interested vendors may be allowed time to brief the Government on their MUOS system solutions after submittal of RFI response. Content of RFI Response Responses to this RFI shall encompass a complete MUOS airborne radio solution. The following section describes a list of questions intended to characterize vendor concepts. Discuss any planned development efforts and/or spiral insertions of technology that will enhance current capabilities. In addition to data on the capability, any background that can be provided to evaluate the weight and performance impacts of any modifications that may be required. The scope of the development effort required to perform the modifications including estimated development cost and schedule should be provided. All respondents are requested to respond according to the following outline provided with supporting information. Section 1: Executive Summary 1.1 Provide a general summary description of the proposed MUOS capable airborne radio solution(s) currently in development including any associated peripherals. Include your plan for provisioning the radio describing the necessary common support equipment and overall methodology. Provide any reference design mission(s). Describe any differences between variants if applicable. Section 2: Products and Services Description 2.1 Provide a description of proposed solution(s) size, weight, power, performance, and maturity and a comparison between alternatives if applicable. 2.2 What other capabilities (waveforms) will the MUOS radio contain? 2.3 What data ports will be available to connect to the MUOS radio? 2.4 What data port(s) will be used to control the radio (e.g. MIL-STD-1553)? 2.5 Which MUOS services will be available to the user? 2.6 Which data rate options will be available for each service? Section 3: General Questionnaire 3.1 What are the intended airborne platforms (e.g. F/A-18)? 3.2 How is this effort being funded? 3.3 What is the level of risk involved in porting the MUOS software into your radio? 3.4 What is your plan for NSA certification? Section 4: Cost and Schedule 4.1 Provide a notional development schedule. 4.2 Provide total cost estimates for development of your MUOS system. 4.3 What is the projected cost per unit of each WRA (radio, HPA, LNA, control head) of your MUOS system? Section 5: Contact Information Please provide the following Point of Contact information: Company: Address: Point of Contact: Phone Number: Fax Number: Email Address: Response, Submittal, and Instructions THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL, BUT RATHER A REQUEST FOR INFORMATION(RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirements as stated in this synopsis. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above, including follow-on briefs. Vendors can additionally provide a capabilities statement of no more than 1 page in length that demonstrates the respondent's ability to meet the requirements as specified herein, including the delivery schedule requirements. The Government is interested in receiving vendor's commercial published price lists for items they believe meet the need in this RFI. The Government is also interested in lead-time and current stock level. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any follow-on information. All responses, including capability statements, shall be submitted no later than 3:30 PM EST, 15 February 2013. Responses shall be submitted electronically to the designated Contracting Officer, Denise Lamb, in Microsoft Word format or Portable Document Format (PDF) at the following email address: Denise.Lamb@navy.mil. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this RFI. Answers to questions may be distributed to all interested vendors unless the question is identified as proprietary.
