- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the RDECOM Field Assistance in Science and Technology Center (RFAST-C) has a requirement for the manufacture and installation of one (1) single-story, energy efficient shelter system. The contractor shall complete all work, to include manufacture, delivery and installation of the shelter no later than (NLT) 90 days after contract award, at Bagram Air Field, Afghanistan. This requirement will be procured as a 100% small business set-aside with a commercial, firm-fixed price (FFP) contract in accordance with (IAW) FAR Part 12. The applicable NAICS code is 238310. The combined synopsis/solicitation number is W911SR-13-T-0002. All responsible sources may submit a quote which will be considered for award by the Government. In accordance with FAR 52.204-99, prospective contractors must be registered in the System for Award Management (SAM) database prior to submission of any invoice resulting from a contract awarded under this solicitation. CLIN 0001 - One-story Energy Efficient Rigid-wall Shelter System, to include all associated ancillary items and spares. Quantity 1 each. The Shelter System shall conform with the following: i.Two internal rooms, separated by a wall, to conform to above dimensions ii. Consist of lightweight, high-efficiency insulation iii.Light gauge, double tongue-and-groove, steel framing iv.Galvanized hard shells - the interior and exterior wall and roof surfaces shall use 26 gauge coated galvanized steel while the floor surface shall use 22 gauge galvanized steel. v.Cam Lock System - The wall panels are connected with a cam-locking system that ensures a tight fit and panel alignment without sealing gaskets. The locking mechanism requires nothing more than a hex wrench to operate. vi.Vestibule - A 7'x7' hard sided vestibule equipped with lighting, panic bars, and automatic door closers ensure that conditioned air is not lost as soldiers leave and enter the shelter. vii.Ground Leveling System - Provide an engineered floor leveling frame with adjustable jacks to accommodate unpaved or slightly uneven surfaces. The installation site shall not vary by more than 18 inches from corner to corner of the shelter. viii.The contractor shall provide the ability to supply a 200 amp main service feed to the shelter via a LEX or other IP rated connection to the local grid. ix.The solar package shall meet standard NEC requirements. x.Include monitoring equipment for the solar package to provide consumption versus production data. xi.Provide inverter package tied to the main load panel xii.Provide a detailed electrical, mechanical, and structural drawing package. xiii.All equipment and construction shall meet NEC, UL, and IBC Codes. CLIN 0002 - Ship to Bagram Air Field, Afghanistan 1 Lot Firm Fixed Price $_______________ CLIN 0003 - Assembly and installation of shelter system at Bagram Air Field, Afghanistan 1 Lot Firm Fixed Price $_________________ The contractor shall conduct the appropriate coordination with the Government to plan and execute the assembly and installation of the Shelter System at BAF 401st BDE HQ. All on-site BAF policies and procedures shall be strictly adhered to with respect to safety and security. The contractor shall provide a Project Lead, an Electrical Lead, and two (2) Technicians to oversee and perform the assembly and installation of the Shelter System. The contractor shall utilize its tools for the assembly and installation. The Government will provide lifting equipment and an operator to assist with offloading the palletized and/or containerized system. The contractor shall provide the Government all necessary sustainment and maintenance documentation including, but not limited to, OEM operator manuals, installation instructions, bill of materials, and repair parts and special tools lists. Prospective vendors should be advised that while performing in theater, the only medical care that may be made made available is emergency care, IAW DFARS 252.225-7040 (c)(2)(i). CLIN 0004 - Technical support 1 Lot Not Separately Priced The contractor shall provide 12 months of email and phone support at no additional cost. Inspection and acceptance: By Government at Destination Performance Outcomes: The outcomes to be satisfied under this acquisition include high quality performance and effectiveness of the contractor's data deliverables as well as the services provided (see attached Quality Assurance Surveillance Plan). Period of Performance/Delivery Schedule: CLIN 0001 - 60 days after date of contract CLIN 0002 - 90 days after date of contract CLIN 0003 - 90 days after date of contract CLIN 0004 - 360 days after date of contract NOTE: The aforementioned delivery schedules for CLINs 0001, 0002 and 0003 are minimum requirements. As this is an extremely urgent requirement, vendors are strongly encouraged to propose the earliest possible delivery and installation schedule.
