Description
This is a sources sought announcement only. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The FLC Jacksonville, FL is anticipating awarding a firm fixed price contract with a period of performance from approximately July 2013 to July 2015. This sources sought synopsis is issued to determine if there are sources other than the OEM that are capable of and interested in providing the required supplies. The proposed acquisition is for the provision and installation of test equipment, associated testing, and training to standup an organic depot maintenance facility to support the MX-20HD EOIR at FRCSE, Jacksonville, FL. Developed and produced for use in military systems, the MX-20HD EOIR is currently used in the U.S. Navy s (USN) P-8 Poseidon multi-mission patrol aircraft. This acquisition will include Special Test Equipment (STE), provisioning data, Unit Under Test (UUT) gold boxes, and UUT data for Consolidated Automated Support System (CASS) for the MX-20HD EOIR. The contractor will design, manufacture and install the test equipment to be used to stand up an organic depot repair capability at FRCSE for the MX-20HD EOIR, including tooling, fixtures, training and technical data. The repair capability will be built around existing facilities. The contractor will also provide specialized Weapon Replaceable Assembly (WRA), Shop Replaceable Assembly (SRA) software/firmware, and test equipment to support MX-20HD EOIR depot level repairs. The Contractor will further provide provisioning data for use by NAVICP in providing logistical support to depot, UUT gold boxes for testing and calibration of the STE, and UUT data for CASS for the comprehensive support of the MX-20HD EOIR. Responses will be reviewed to identify firms capable of fulfilling the Governments requirements. Any information submitted by respondents to this sources sought synopsis is voluntary. What to Submit: Each potential source shall give a brief description of their capabilities to support the required supply as identified above. This description should include a demonstration that the source: has adequate financial resources to perform the contract, or the ability to obtain them; be able to comply with the governments performance schedule, taking into consideration all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting, operational controls, and the technical skills and equipment to satisfy this requirement. Each potential source is also requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor s ability to successfully satisfy this requirement. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your responses to this sources sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this sources sought or Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this sources sought.
