Description

The VA Pittsburgh Healthcare System (VAPHS) intends to negotiate on a sole-source basis with Helena Laboratories, PO Box 752 Beaumont, TX 77704, for as-needed off-site electrophoresis testing at the VA's University Drive Medical Center, University Drive C, Pittsburgh, PA 15240. This procurement is being conducted in accordance with FAR 6.302-1(b)(1)(i) (only 1 responsible source) and 6.302-2(b)(1) (unusual and compelling urgency) as it is believed that only Helena can provide these services on an emergency basis. Additionally, their testing equipment is already onsite complete with the requisite methodology and instrumentation. This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 339112. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Cheryl Honick, Contracting Officer, no later than January 16 at 1:00 p.m. EST. Responses should be sent to cheryl.honick@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with sole-source negotiations. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer.
