- THE ISSUANCE OF THE SOLICITATION HAS BEEN POSTPONED UNTIL FURTHER NOTICE. THE PRE-PROPOSAL CONFERENCE HAS ALSO BEEN POSTPONED. THE NEW DATE AND TIME OF THE PRE-PROPOSAL CONFERENCE WILL BE PUBLISHED IN THE SOLICIATION. This effort is for competition of a Texas Army National Guard Vehicle Maintenance/Repair Service contract. The purpose of the vehicle maintenance/Repair service contract is to enhance mission capability throughout the State of Texas. THE SOLICITATION IS NOT CURRENTLY AVIALABLE FOR THIS REQUIREMENT. The Government intends to award one single Firm-Fixed-price (labor hour/month and cost) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year plus four option years for the performance of vehicle maintenance/repair (both professional and non-professional). The estimated value for the full contract term of 5 years is $12M. The primary North American Industry Classification Systems (NAICS) code is 811310. Within the category, there are both professional (exempt) and non-professional (non-exempt) service descriptions. All services are non-personal in nature. This procurement includes the set-aside for award to an 8(a) small business, providing sufficient qualified offerors present proposals. Businesses who anticipate proposing as a joint venture (JV) or with a mentor-prot g agreement with a large business shall be required to provide the Small Business Administration's approval of their JV/mentor-prot g agreement with their proposal submission. The Government intends to issue a solicitation, which will result in a best value award. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, Source Selection. Evaluation factors include, but are not limited to, Technical (experience and capability; management practices and approach; compensation plan); Past Performance and Price. The proposals will be submitted in written format. The Government intends to award without discussions; therefore, the offeror's initial proposal shall contain its best terms. The solicitation will be available on or about 31 December 2012. The solicitation and associated information will be available at the following website: https://www.fbo.gov. The currently scheduled date for the pre-proposal conference is tentatively scheduled for 16 January 2013 at 10:00 am local time at Camp Mabry, Austin, TX. All interested Offerors are encouraged to attend (attendance not required). Pre-registration is mandatory. An Access Form will be posted to FBO on or about 31 December 2012 which must be completed and returned in accordance with the instructions on the form to gain access to attend the conference. Directions and instructions for entering Camp Mabry will be provided in the Access Form. The solicitation closing date is tentatively 5 February 2013. Actual dates and times will be identified in the solicitation. Award is anticipated to be on or about 19 March 2013. All responsible 8(a) small business sources may submit a proposal which shall be considered by the agency. Interested offerors must be registered in the System for Award Management (SAM) database. SAM is a Federal Government owned and operated free website that consolidates the capabilities in CCR/FedReg, ORCA and EPLS. Offerors can register via the SAM website at https://sam.gove/portal/public/SAM/. Interested Offerors are also required to submit their representations and certifications online at the SAM website.
