- ENR Requirements Summary This is a sources sought synopsis, for market research purposes only, and is not a Request for Proposal (RFP). The Department of State's, Office of Acquisition Management on behalf of the Bureau of Energy Resources (ENR) is seeking potential sources to provide advice and capacity building in support of responsible energy sector management in countries where the bureaus programs operate. All interested firms shall electronically (via email) submit a response demonstrating their capabilities to provide the service(s) to the primary point of contact listed below. Should your firm be interested in this requirement, please submit your company's capability package containing no more than 10 pages. All attachments are to be either a Word and/or pdf file type. Firms responding should indicate whether they are, or are not, a small business, a veteran owned small business, a service disabled veteran owned small business, HUBZone small business, small disadvantage business and/or woman-owned small business concern. Also indicate whether or not your company can satisfy the requirement under an established GSA Federal Supply Schedule, and if so, provide your schedule number. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.
