- This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. This is a Notice of Intent. The announcement number for this acquisition is NIH-OLAO-OD5-NOI2828525 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date January 30, 2013. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62 dated December 20, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size dollar standard of $19.0 million. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institutes of Deafness and other Communication Disorders intends to procure on a sole source basis from TGK Scientific LTD to purchase a Hi-Tech Single and Dual Mixing Stopped-Flow Spectrophotometer/Flouorimeter System to identify and characterize genes and proteins responsible for hereditary human deafness. We have purified several of these "deafness" proteins homogeneity and are now studing their functional biochemistry to understand how mutations cause deafness. Stopped flow spectrophotometry is an important techniques for characterizing protein function and kinetics, and in particular for detecting potentially subtle differences between wild-type and mutant proteins. This is the only instrument on the market that offers a "low volume observation cell" which allows us to perform more experiments with the limited amount of purified protein that we can prepare. This is critical for finishing and publishing projects in a timely manner. If we were to switch to a different vendor this would ruin our experiment in progress. The contractor shall provide the following instruments including all accessories: 1)Hi-Tech KinetAsyst Single and Dual Mixing Stopped-Flow Spectrophotometer/Fluorimeter System Excluding IBM Compatible Computer System and Circulator/Coolor to included the following: a)Double Mixing Sample Handling Unit for single & dual mixing with Auto-Emptying Waste Syringe, b)Electronics Control Unit, c)Grating Monochromator, d)Stepper Support Unit, e)Signal Photomultiplier, f)Reference Photomultiplier, g)75 W Xe Light Source with Stabilised, h)Power Supply (for Tungsten, Xenon & Mercury Lamps), i)Fluorescence Enhancement Kit, j)Standard set of Cut-Off Fliters includes WG320, WG360, GG445, OG530 and OG590, k)Multi-Mode Single Silica Fibre Light Guide, l)Beam Splitter, m)Long Optical Rail, n)Tool Kit, o)Fast A/D Converter (12 bit, 1.25 MHz) and Counter Timer Card and p)Kinetic Studio Software Package for Windows XP, Vista and Win 7. 2)Automatic Anti-Bleaching Shutter to included: a)Electro-Mechanical Shutter and b)Shutter Driver Electronics Unit. 3)Combined 75 w Mercury/Xenon Lamp Only. 4)Hi-Flow Low Volume Cell Optimised for fluorescence measurements up to 2000s 5 ul volume, 0.5 ms Dead Time. 5)Cost, Insurance and Freight (CIF) and 6)Installation and Training. This is a fixed-price contract and the FOB term is Origin and Payment Net 30 days. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
