Description
On or about 8 January 2013, this office will issue Request for Proposals for construction of the REPAIR RUNWAY 29 END KEEL SECTION, QJVF 100128, MINOT AFB, NORTH DAKOTA. The solicitation will close on or about 21 February 2013. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. ***PLEASE NOTE SITE VISIT INFORMATION and E-MAIL CORRECTION - SEE SOLICITATION FOR FULL DETAILS, WHICH WILL BE RELEASED ON OR ABOUT 16 JANUARY 2013*** ****There will be only one opportunity for a Technical day/site visit. This will be held at Minot AFB, North Dakota, on 24 January 2013 at 10:00 AM. To register attendance for the site visit, Contractors should contact Trev Albright or Tom Keel, U.S. Army Corps of Engineers, Telephone 701-727-6127, email ***(Trev.Albright@usace.army.mil or Howard.T.Keel@usace.army.mil) NLT COB 17 January (no exceptions). The Contractors will need to provide: names of persons attending along with name of company, and SOCIAL SECURITY NUMBER. Section 00 21 00, Page 8 All attendees shall meet in the clubhouse parking lot of the Roughrider Golf Course: 220 Golf Drive, Minot AFB, ND 58705 by 9:30 AM the day of the visit. Please Note: The Roughrider Golf Course is not actually on the Base proper. The course is just north of the Minot AFB MINOT GATE and south of the Minot AFB MAGIC CITY GATE on the west side of HIGHWAY 83. A bus will be the only source of transportation onto the base. There will be a 100% ID check before any contractor personnel is allowed on the bus. Bags will be subject to search. The site visit will begin at 10:00 AM with a drive-by/windshield tour of the site. At approximately 11:00 AM, those not attending the 3 hour technical presentation will be taken back to the golf course via bus. The remaining attendees will be taken to the technical presentation at the Base Theater/Fry Building/Heritage Hall. A tentative time for the presentation is 11:15 to 2:15. There will not be a break for lunch. Attendees may want to consider bringing a sack lunch. There will be NO PHOTOGRAPHY allowed on base. If an attendee would like photos taken, they shall inform the designated government personnel. Photos will be taken by that designated personnel and made available to attendees within one week. All attendees shall gain access to the base via the bus that will be provided. No person shall utilize a current base pass to gain access to the base for this site visit. No person shall drive their personal vehicles on the site visit.**** A tentative technical day/site visit date at Minot AFB has been scheduled for 23 January 2013. A drive-by tour of the project site will occur in addition to a 3-4 hour technical presentation discussing concrete requirements involved with construction of the proposed runway in the summer of 2013. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). See 'Obtaining Solicitation Documents' below. Project Description: This is a Fully-Designed Project. The work consists of removing and replacing Runway 29 End concrete Keel Section and including associated asphalt shoulders. Approximately 23,600 CY of concrete will be required conforming to UFGS 32 13 11 CONCRETE PAVEMENT FOR AIRFIELDS AND OTHER HEAVY-DUTY PAVEMENTS with very stringent fine and coarse aggregate deleterious materials limits unique to military airfield pavement construction, weather severity classification of severe, enforcement of evaluation and testing for Alkali-Silica Reactivity per UFGS 32 13 11 requirements for both fine and coarse aggregates, Air Force durability requirement that aggregate shall have a satisfactory service record in freezing and thawing of at least 5 years successful service in three concrete paving projects or aggregate with durability factor of 50 or more when subjected to freezing and thawing of specimens prepared in accordance with ASTM C 1646/C 1646M and tested in accordance with ASTM C 666/C 666M, Procedure A for aggregates not having a satisfactory demonstrable service record. Associated work includes the installation of 47,500 LF of preformed compression joint seal; placement of 1100 tons of asphalt conforming to UFGS 32 12 15 HOT-MIX ASPHALT (HMA) FOR AIRFIELDS; removal & replacement of Runway End 29 threshold lighting bar; removal & replacement of 20,000 LF of runway/taxiway edge light cable, conduit and counterpoise, 32 elevated & semi-flush runway/taxiway edge light, base & transformer installation; pavement marking; and minor grading. The above project description and approximate quantities are for information only. Project scope of work and associated quantities are subject to change. All potential contractors should be aware a housing shortage is the norm in the region due to the oil boom and high number of out of state workers residing in the state of North Dakota. All Prime Contractors should be aware local subcontractors and workers may also be in short supply due to the vast flooding and subsequent construction that occurred during the summer of 2011 in and around Minot, ND. RFP Evaluation Criteria Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Relevant Construction Contractor Team Experience, Subcontractor's Qualifications and Construction Experience, Technical Approach/Key Personnel, Past Performance Construction and Small Business Participation Plan). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A Best Value will be considered after reviewing price and technical factors. The estimated construction cost of this project is between $10,000,000 and $15,000,000.
