Description

The Department of Veterans Affairs, Network 23 Contracting Office; Ft. Meade, South Dakota intends to award a sole source contract in accordance with FAR Part 12 and 13. The North American Industry Classification System (NAICS) Code is 561621 Security Systems Services (except Locksmiths), and the business size standard is $12.5 Million. Description of the Requirement: Scheduled Maintenance Services & Software for Fort Meade Campus Johnson Controls Metasys Building Automation System All work to be performed by Factory Trained Personal. Training on Metasys extended architecture engines and tools is required. Quarterly Visits to the Jobsite Report in with appropriate Customer personnel and provide job ticket before departure; Review METASYS for CRITICAL, FOLLOW UP and OFF LINE status indications. Review METASYS for OVERRIDE, DISABLED and LOCKOUT status indications. Review System Event Log with customer; discuss METASYS operational concerns. Perform or schedule "Corrective Maintenance" procedures as appropriate to resolve situations noted in the preceding Reviews. Perform SQL database maintenance Check for unbound references & correct as needed Check device diagnostics on all Supervisory controllers ensure they are within specifications Check all Supervisory level processes for proper operation Check the operation of the Navigation tree display Check the remote accessibility and mobile connectivity to the system Create Tailored Summaries as needed and check all existing Tailored Summaries Check the function of the Ready Access Portal Analyze implemented control strategies for applicability in achieving environmental parameters and control objectives. Analyze mechanical cooling, free cooling, and heating system integration strategies. Analyze and recommend optimal runtime and night setback strategies to ensure environmental control, while reducing energy consumption. Assist in the design and implementation of alarm grouping and reporting strategies. Set and review historical trend data recording. Provide database backup of the Metasys system and save to the ADX remote server. Annual Software Subscription Service: "Johnson Controls factory trained Technician to install latest software upgrades as they become available "New revisions will be compatible with existing Metasys data bases a conversion process will be included. Training "Provide training as requested by the facility maintenance personnel up to forty (40) hours per contract year. Network Automation Engine (NAE) Every 6 Months "Check alarms "Check Device Communications "Perform the Network Analysis tasks Network Control Module (NCM) Every 6 Months "Check alarms "Check Device Communications "Perform the Network Analysis tasks AHU & UNT Controllers: Annually "Check all Analog Inputs for proper operation "Check all Analog Outputs for proper operation "Check all Binary Inputs for proper operation "Check all Binary Outputs for proper operation "Check sequence of operation per system design "Document all adjustments and changes to set points " Verify/calibrate other points and control processes, where the need for possible "Corrective Maintenance" is indicated. Provide (40) hours of inspection and calibration of VAV box controllers in area specified by the VA Hospital. Provide field device parts up to $250 per-service visit on Metasys system. Johnson Controls shall respond to callback within four (4) hour time frame. These emergency callbacks if related to equipment or Program failure related the Metasys control system will be covered under the Service Agreement. Including field device parts up to $250.00. Provide evidence of services rendered to the Facilities Management Office. This will include dates of service and tasks that where performed during the visit. This will also be logged on-site in the customer records. All work is to be completed by a Johnson Controls factory trained service technician that is trained on the latest updates and versions of the Metasys System software and equipment. Equipment List: 1 - Metasys Network Software Data Base 12 - Supervisory Controllers 28 - AHU Controllers 69 - Generic Controllers 44 - VAV Controllers Misc - Pneumatic VAV Calibration This is a sole source requirement for Imaging Systems Maintenance Services. There are no other vendors that can fulfill the requirement. The Government intends to award a firm fixed price contract. This solicitation, VA263-13-Q-0444, will be issued on or about January 28, 2013 with a tentative closing date of February 7, 2013. The date is not firm and may change due to events out of our control. The anticipated award date will be February 9, 2013. This procurement is listed as Unrestricted.
