- Sources Sought - Request for Information for Hazardous Waste / Hazardous Material Management Services Contracts - Omaha District Customers DESCRIPTION The Omaha District, US Army Corps of Engineers is seeking qualified members of the Small Businesses Community (Small Businesses) (SB), Small Disadvantaged Business (SDB), Woman Owned Small Businesses (WOSB), Service Disabled Veteran Owned SB (SDVOSB), Historically Underutilized Business Zone (HubZone) and Section 8(a) participants) and/or small business-led teams, and small business joint ventures and Other than Small (OTS) concerns that qualify under the North American Industry Classification System (NAICS) Code 562112 Hazardous Waste Collection. The Hazardous Waste Collection industry comprises establishments primarily engaged in collecting and/or hauling hazardous waste within a local area and/or operating hazardous waste transfer stations. Hazardous waste collection establishments may be responsible for the identification, treatment, packaging, and labeling of waste for the purposes of transport. Cross-References. Establishments primarily engaged in Long-distance trucking of waste--are classified in Industry 484230, Specialized Freight (except Used Goods) Trucking, Long-Distance; Collecting and/or hauling in combination with disposal of hazardous waste materials--are classified in U.S. Industry 562211, Hazardous Waste Treatment and Disposal; Collecting and/or hauling nonhazardous solid waste (i.e., garbage) and/or recyclable materials within a local area and/or operating nonhazardous solid waste transfer stations--are classified in U.S. Industry 562111, Solid Waste Collection; and Collecting and removing debris, such as brush or rubble, within a local area--are classified in U.S. Industry 562119, Other Waste Collection. A potential Service Provider will be required to demonstrate ability and capability in furnishing a range of services for the support of Hazardous Material Management and Hazardous Waste Management including, but not limited to, support for hazardous waste/hazardous materials operation and management; Enterprise Environmental Safety and Occupational Health Management Information System (EESOH-MIS); environmental sampling, analysis, reporting and statistical trends analysis for various media; environmental and occupational safety and health compliance audits and training; Emergency Planning and Community Right-to-Know Act (EPCRA); hazardous and regulated waste and material handling, management and disposal; permit applications; inventory, recycling operations, operating procedure updates, hazardous waste tracking, hazardous material tracking, and Initial Accumulation Point (IAP) staff training for CONUS customers. Information collected during this sources sought will be utilized to develop the Contract Acquisition Strategy. If one of such activities accounts for 50 percent or more of a concern's total revenues, employees, or other related factors, the concern's primary industry is possibly that of that particular industry and not the Hazardous Waste Collection Industry. This announcement is the narrative to a market research, and your responses are sought to identify members of the Small Business Community that have the knowledge, skills, and capability to provide the consolidated requirements. Interested Service-Providers under NAICS Code 562112 Hazardous Waste Collection are hereby invited to submit a response to the market survey to demonstrate their technical, managerial and business capability to provide the requested services. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform Hazardous Waste Collection requirements. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. This notice also service as notification to incumbent Service Providers of potential consolidated requirements. Response to this Sources Sought is strictly voluntary and will not affect any firm's ability to submit an offer if and when a solicitation is issued. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This Sources Sought coupled with the market survey constitutes a market research tool for the collection and analyses of information to determine the capabilities and capacity of Service Providers (specifically members of the Small Business Community). It is anticipated that contracts will be required to provide full Hazardous Waste Collection/Management services, Hazardous Waste Collection establishments may be responsible for the identification, treatment, packaging, and labeling of waste for the purposes of transport, as defined by NAICS Code 562112. This may include handling a wide variety of hazardous and non-hazardous special/industrial wastes and chemicals. Waste maybe in the form of liquid, semi-solid, or solid form and may include material that has deteriorated or become unsuitable for use. Work excluded from this contract are municipal type trash and refuse, radioactive waste, infectious waste, food waste, ordnance (propellants, explosives, and pyrotechnics), recycling of non-hazardous, non-special/industrial type wastes (e.g. non hazardous scrap metals, tires, paper, plastic, etc.) and procurement and storage of Standard Bases Supply System (SBSS) weapons system related hazmat. Surveys must be completed no later than 5:00 PM CDT on 31 January 2013. Any information submitted is voluntary. (Note: Copy and paste website address to web browser to access survey). The questions must be answered sequentially and the survey tool does not lend itself to making changes once it's begun.
