- Description: The Defense Threat Reduction Agency (DTRA) Chemical/Biological Technologies Department is seeking information regarding the capability to design, write, and produce educational videos and teaching materials for chemical/biological subject areas with emphasis on synthetic biology and emerging sciences that can be converted into modules for use by teachers and students. These modules would be distributed to 2,000 middle school, high school, and college students at over 50 schools nationwide. Following this, feedback would be solicited on their usefulness and impact. Educational outreach would be accomplished to discern training modules' use, and to determine the module effectiveness, and identify areas for improvement. This sources sought notification should be considered an open call for respondents capable of providing the production and distribution of the educational materials and modules, solicitation of feedback on the impact of the modules and teaching tools, coordinating educator engagement and production and dissemintation of feedback and findings. Background: The DTRA mission is to safeguard America's interest from chemical, biological, radiological, nuclear, and high explosive (CBRNE) weapons. DTRA has funded numerous projects in the medical, non-medical, physical science, and CB defense arenas to accomplish the DTRA mission. This DTRA mandate has created the desire for information regarding the development and distribution of chemical/biological educational modules, planning of educational workshops on the use of these modules, and solicitation of user (teacher/student) feedback.. DTRA is seeking responses from organizations capable of: designing, writing, and producing how-to videos for chemical/biological teaching tools with emphasis on synthetic biology and emerging sciences; converting these into educational modules for teachers and students; distributing these modules to 2,000 middle school, high school, and college students at over 50 schools nationwide; soliciting feedback from students and teachers about the impact of the modules; solicitingfeedback on the impact of the modules and teaching tools, coordinating educator engagement and production and disseminating feedback and findings. This would include, but not be limited to: production and distribution of the initial educational tools and modules (and associated materials); planning for and organizing and executing engagement with academia to solicit feedback from these regarding improvement of the modules; publication and distribution of feedback/ findings and refined modules; interaction with the Government point of contact to ensure the project is on schedule and the educational modules and academia engagement meet the needs of the Government; provision of all materials and non-personnel support required to establish, maintain, and support the development of the modules, and dissemination of engagement findings and materials. Required Information: Submit company information: name, address, cage code, and DUNS; provide the North American Industry Classification System (NAICS) code that is most appropriate for this type of acquisition and state why it is most appropriate; submit company size standard under the suggested NAICS code; state the quality assurance procedures your firm currently has in place. Submit a Capabilities Statement (five-page limit) and a PowerPoint presentation (ten-slide limit) addressing the required information and any additional information the respondent deems appropriate. The information should be submitted via e-mail to carl.brown@dtra.mil, with a cc to brian.nuckols@dtra.mil. Hard copy submissions will not be accepted. This RFI is solely for information and does not constitute a solicitation of the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted will not be returned, and no payment will be made by the Government for such information. No formal RFPs or other solicitations regarding this announcement are available at this time. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. It is the respondent's responsibility to monitor FedBizOpps at http://www.fbo.gov for the release of any information. DTRA is accepting questions for this RFI but will not be providing responses. The questions will be used to develop more information and receive input from industry regarding this system. The RFI is strictly a request for capability packages. If a formal RFP is issued as a result of this RFI, Q&A will be allowed at that time.
