Description
This Notice is issued to modify the synopsis posting of January 09, 2013 This solicitation has been revised to REMOVE the 100% set-aside requirement for Veteran Owned Small Business contained in the Jan. 09, 2013 synopsis. The following synopsis applies to this solicitation: This Notice is issued to modify the original synopsis posting of Sept. 05, 2012, Sept. 17, 2012 October 30, 2012 and January 09, 2013. Due to inadequate number of technically acceptable SF 330 submittals received, this solicitation has been modified as a UNRESTRICTED solicitation open to all Engineering Firms under the NAICS code 541330. This announcement is for the selection of an Engineer Firm for the Improve Traffic Flow Project 562-12-107. The location of the projects will be at the Erie Veterans Administration Medical Center, 135 East 38th Street, Erie, Pennsylvania. CONTRACT INFORMATION: The Engineering Firm shall develop an overall site evaluation, schematic design, design development, construction documents, construction administration services, technical specifications and cost estimates for the Improve Traffic Flow and Access Project. The project shall consist of the necessary site traffic flow and accessibility surveys in conjunction with roadway entrances, parking lot locations, building entrance and locations, and new facilities either in the design or construction phase in order to improve the overall current traffic and accessibility to the Erie VAMC. Project shall include site preparation, necessary improvements to the physical site roadway and parking lot plan and also address documented deficiencies in the area. Engineering Firm shall include construction plan including documentation of site restrictions as necessary to complete work and provide all necessary modifications to existing roadway and parking lots, storm water drainage, signage, electrical and other site utility work. All work shall be in accordance with NEC, EPA and VAMC Regulations. This contract is being procured in accordance with the Brooks Act as implemented in Federal Acquisition Regulation Subpart 36.6 and Veterans Administration (VA) Acquisition Regulation 836.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for required work. This contract is UNRESTRICTED and open to all Engineering Firms capable of completing work under the North American Industrial Classification System (NAICS) code 541330. Estimated construction cost range for this project is between $2,000,000 and $5,000,000. It is anticipated that a Firm Fixed price contract will be awarded from this Sources Sought Notice. The contract is anticipated to be awarded in June 2013 and design completed (to include all contract documents) within 180 days. The successful offeror is required to furnish all labor, materials, tools, equipment and professional engineering services necessary to complete the entire project and submission requirements. The Engineering Firm will provide a cost estimate at each review and a final cost estimate to perform the above work and will design only those items that can be provided within the cost limitation. SELECTION CRITERIA: The VA will use the following criteria to determine competition when reviewing the SF 330 received. If a submitting firm fails to meet these criteria they will be deemed irresponsible and be removed from competition. Selection criteria as identified in FAR Subpart 36.6 and VA Acquisition regulation 836.6 will be used. The first two factors are significantly more important than the other seven (7) factors and the other seven (7) factors are of equal weight of importance. 1.) Professional qualifications necessary for satisfactory performance of required services: This factor evaluates the individual experience of the persons that are to be assigned to the design team. The key positions should include registered and licensed personnel such as Project Managers, Quality Assurance Managers, Architects, Architectural Engineers, Structural Engineers, Electrical Engineers, Mechanical Engineers, Civil Engineers, Fire Protection Engineers, Environmental Engineers and Resident Engineering / Construction Management. Firms may submit any other personnel they fell are significant for the types of work described in Specialized Experience 2.) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. This factor evaluates the experience of the firm and design team in completing projects requiring skills similar to those anticipated for this contract. This may include but not limited to traffic studies, parking lot design, storm water management, environmental regulation compliance, signage, electrical, site utility work, cost estimation, security, construction documents, etc. Experience providing drawings in 3D. Extra consideration may be given for experience designing projects for Department of Veterans Affairs Facilities 3.) Capacity to accomplish the work in the required time: This factor evaluates the ability of the Engineering Firm, given their current projected workload and the availability of their key personnel, to accomplish the project in the required time. Engineering Firm to provide demonstrated compliance to performance schedules, adherence to timelines for deliverables, the ability to meet unusual time constraints and methods of project management. 4.) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules: This factor shall be evaluated based on the information provided by the Engineering Firm from previous government agencies and private industries on similar type of projects, performance appraisals on file in Past Performance Information Retrieval System (PPIRS) and contact with personnel listed in the SF 330 regarding past performance as well as evaluation board members personal knowledge of the firm 5.) Location in general geographical area of the project and knowledge of the locality of the project: This factor evaluates the distance from the Prime Engineering Firm's office to the location of work (Erie VA Medical Center). The personnel identified as the design team staff are expected to work in the design office identified for evaluation of this factor 6.) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness 7.) Record of significant claims against the firm because of improper or incomplete architectural and engineering services 8.) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. 9.) Selection criteria as identified in VAAR 852.215-70 Service Disabled Veteran Owned Small Business. ADDITIONAL SELECTION CRITERIA: In addition to the selection criteria identified above, the Prime Engineering Firm must be capable of arriving at the Erie VA Medical Center within seven (7) hours of notification by the Erie VAMC Contracting Officer Representative. The offeror must provide specific details in their SF 330 submittal on how this will be achieved. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit three (3) hard copies of Standard Form 330 (SF 330) and one (1) CD copy of Parts I and II in the format found at http://www.acgov.org/pwa/documents/sf330.pdf no later than 2:00 pm on February 11, 2013. All SF330 submittals must be sent to the attention of Donald Kalivoda (90C), Erie VA Medical Center, 135 East 38th Street, Erie, PA 16504. Submissions by electronic means are NOT permitted. All questions are to be sent to the attention of donald.kalivoda@va.gov. Additionally, the submission must include an insert detailing the following information: "Dun & Bradstreet Number "Tax ID Number "The e-mail address and phone number of the Primary Point of Contact "A printed copy of the firms VetBiz Registry Personal visits by Engineering Firms, for the purpose of discussing this announcement or the submittal is not permitted. No contract for construction of any project shall be awarded to the firm, subsidiaries or affiliates that designed the project.
