Description
Notice of Intent Title: Scada Systems Upgrade and Circuit Breaker Superlift Identification Number: ID04120070 Issuance Date: 15 January 2013 NAICS Code: 335313- Switchgear and Switchboard Apparatus Manufacturing Contract Type: Firm Fixed Price The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) has received a requirement from the US Army Engineer Research and Development Center (ERDC), Vicksburg Mississippi. This is a notice of intent that GSA anticipates issuing a solicitation in support of ERDC. The Statement of Work (SOW), performance requirements (see below), provides for services of the US Army Engineer Research and Development Center Scada System upgrade. This upgrade is to be completed NLT 06/07/2013. The proposed contract action is for an upgrade to the existing Scada Systems and for the supply of a modified Genie Superlift for which the Government intends to solicit sole source to Russelectric, Inc, CAGE 23312, 99 Industrial Park Road, Hingham, MA, in accordance with FAR 6.302-1(a)(2) because Russelectric is the only known company that can upgrade this system due to Russelectric design, engineering and original build of this equipment. The upgrade shall be performed by Russelectric Inc trained Field Service Engineers. The contractor shall provide a computing system that will enable the upgrade of the existing Scada switchgear. In addition, the contractor will provide a circuit breaker lift truck specifically designed to support and move the switchgear for the upgrade. Contractor shall provide all engineering, parts, drawings labor, time and expenses to install the upgrade. The following additional materials are required to support the upgrade: 1. Quantity two (2) new Dell PC's, (or equivalent), with each containing the following minimum requirements a. Dell Precision T3500, CMT, Standard Power Supply Genuine Windows® 7 Professional, No Media, 32-bit, English Dual Core Intel® Xeon® W3503 2.40GHz, 4M L3, 4.8GT/s Microsoft® Office Professional 2010 with Adobe 2GB, 1333MHz, DDR3 SDRAM, ECC (2 DIMMS) Desktop Chassis Configuration 256MB ATI FireMV® 2260, 2MON, 2 DP w/ 1 DP to DVI Adapter All SATA or SSD drives, No RAID for 1 Hard Drive SATA1 Integrated Intel chipset SATA 3.0Gb/s controller 320GB SATA 3.0Gb/s with NCO and 16MB DataBurst CacheTM 16X DVD-ROM with Cyberlink Power DVDTh' No Media Dell Professional P2210 22in HAS Wide Monitor, VGA/ DVI/ DP Internal 19:1 USB Media Card Reader SoundBlaster® X-FI XtremeMusicTM (D)w/Dolby® Digital 5.1 Dell AX210 Speakers Dell QuietKey Keyboard Dell MS111 USB Optical Mouse Broadcom NetXtreme 10/100/1000 Gigabit Ethernet controller-PCI Express card b. Provide (2) registered copies of the Wonderware software for installation in the above PC's c. Provide the software drivers and configurations to allow communications between the new SCADA terminals and the existing devices. d. Provide the programming and revised drawings incorporating the previously described modification. 2. Quantity 1 = GE Circuit Breaker Lift Truck P/N 0144D2911G005 Questions regarding this synopsis must be submitted in writing via email to the below identified issuing office point of contact no later than the Tuesday January 22, 2013, 11:00 am CDT. Oral communication is not accepted on this notice of intent. No other communications, whether oral or in writing, will modify or supersede the terms of this synopsis document. The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). This Notice of Intent is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements stated in the attached technical requirements document may submit a written capability statement that clearly supports their ability to deliver the required services. Capability statements shall be received no later than the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
