FOAM UNIT TRANPORT TRAILERS TITLE OF CONTRACT Foam Depopulation Equipment Hydraulic Transport Trailers Purchase and Delivery BACKGROUND The U.S. National Veterinary Stockpile (NVS) is the nation's repository of critical veterinary supplies, equipment, and service resources. It exists because of the nation's concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would • deplete State and local response inventories, • generate surge requirements that would overwhelm commercial sources, and • prevent unaffected States from providing significant help for fear of the threat crossing their borders The NVS' ability to deploy within 24 hours large amounts of critical veterinary resources ensures States have what they need to respond to catastrophes and other outbreaks. The NVS deploys products like animal vaccine, antiviral, equipment, or therapeutic products to appropriately respond to damaging animal diseases affecting human health and the economy that are likely to be unavailable in sufficient quantities for large outbreaks. States, industry (as part of the incident command system), and NVS commercial partners will use the products and related equipment to respond to large-scale outbreaks. The NVS utilizes its commercial partners to store its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks. TYPE OF CONTRACT A Firm-Fixed Price (FFP) contract vehicle will be used for the purchase of nine hydraulic ramp trailers, and Cost Reimbursable (CR) contract for transportation of the units. CONTRACT OBJECTIVES The NVS seeks a contract to purchase nine hydraulic ramp trailers for the transportation of foam unit's. Trailers must be capable of carrying two Kifco Avifoam trailer mounted units that are 25' 3 ¾" long x 8' 6" wide x 8' 7" tall. The Kifco Units have a ground clearance of 14.5" and weigh 7500 each. GENERAL EQUIPMENT SPECIFICATIONS Standard Equipment: Capacity: 30,000 lb minimum Loaded Deck Height: <or equal to 37 inches • Length: a minimum 53 feet deck length • Deck Rating: 30,000 Lbs. • Deck Width: 106 Inches with swing out 12" outriggers • Foot Decking: 1-3/8" Hardwood weather treated • Air/Electrical: 7 Way Receptacle • Hydraulic Hook Up: Quick Couplers 2500 PSI/17 GPM • Finish: Steel Grit shot Blast to Bright Metal or powder coated • Tie Downs: Double Key Hole Chain Slots w / Square Stake Pockets on 24" Centers • Parking Stands: Jost Two Speed, 35,000 lb capacity • Tires: 235/75R 17.5 LRH double coin • Decals: Hi-Visibility Reflective Package • Rims: 17.5x6.5 Tubeless • Tool Box: Twin Under Deck Side Mounted with Lockable Door • Wheels: Hub Pilot/Steel Outboard brake drums • Axles: 2-25,000 Lb. Dual Tire, Oil Bath bearings • Suspension: Air Ride adequate to meet capacity • Brakes: 12.25x7.5 Full Air/Spring Brakes ABS,4S2M • Load Angle: Not > 7.0 degrees • Accessories: Automatic Slack Adjusters, Main Deck Center Slope Roller, Very Soft Transition from Lower to Upper Deck • Oil seal Hubs: internal mated Assembly • Hitch: 5th Wheel King Pin • Winch- hydraulic planetary with 20,000 lbs. pulling capacity; 85 ft of cable; cast-iron construction and painted with a durable powder-coat finish; wireless remote control; cable guide, located on upper deck • Ramp: Hydraulically or electrically actuated with three-way valve, power up and down, spring center to hold position; 6.6° -8° load angle ramp • Lubrication: equipped with centralized lube system TRAINING Upon receipt, on-site training that describes the procedures for the inspection, scheduled maintenance, set-up, operation, assembly, disassembly, maintenance, storage, transportation, and cleaning of the system. The one day training event will be coordinated between the contractor and the COTR. Provide an agenda prior to conducting training. The specific location and number of trainees will be determined prior to the training event. Provide training aids, common and special tools, and technical literature to each student. Equip personnel with necessary skills to diagnose, fix, and restore system on-site as well as deployed. TRAINING SUPPORT Provide a video/CD/DVD that describes the safe operation, maintenance, assembly, dis-assembly, cleaning, storage, and transportation of the system. The NVS intend to post the CD/DVD on its website for viewing by its Stakeholders. Collaborate with the NVS on the need to develop any additional training products such as a leave-behind training support package or training CD/DVD. The leave behind package should contain sufficient material to sustain operator proficiency. TECHNICAL MANUAL/OPERATORS GUIDE Provide a copy of all technical manuals/documentation regarding inspection, scheduled maintenance, assembly, disassembly, operation, transportation, storage, and cleaning. WARRANTY Provide one year replacement at no cost to the Government on parts and units. Repair Parts and Special Tools (RPSTL) Identify and provide any special support equipment / Special Test Equipment (SE / STE). Provide contingency operations repair parts list designed to support field level (on-site) maintenance during a deployment. Provide updates to the list with engineering changes and safety issues as applicable. The range and quantity of spare parts contained within this list shall be based on historical demands and customer specific knowledge of individual system. Provide and conduct periodic reviews of this list to ensure the correct "mix" of spare parts is available to support the system and/or deployment scenario. Delivery of spare parts and special tools will be at time of receipt of the units.
