Description
This Request for Information (RFI) has been issued in an effort to conduct market research for use in the formulation of an acquisition plan for the procurement of a cardioplegia delivery system. This is a RFI notice only in accordance with FAR Part 15.201(e). This RFI is for informational planning purposes only and it not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The VA will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The purpose of this RFI is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 334510. Responses to this RFI will be used by the Government to make appropriate acquisition decisions. After review of the responses to this RFI, a solicitation announcement may be published. Responses to this RFI are not considered adequate responses to any potential solicitation announcement. All interested offerors' will have to respond to the solicitation announcement in addition to responding to this RFI. The Department of Veterans Affairs is seeking vendors who can provide a cardioplegia delivery system. Vendors must demonstrate the ability to meet the requirements listed below for this RFI. SALIENT CHARACTERISTICS/REQUIREMENTS: A.All inclusive cardioplegia delivery system a.Micro-cardioplegia capability b.Auto-regulated pressure control responds to dynamic changes in coronary vascular resistance, which occur during onset of arrest and fluctuate during cross-clamp c.Supports "on-the-fly" adjustment of potassium levels throughout the surgery d.System contained heat exchanger for warm OR cold plegia delivery e.System does not require additional buffers or glucose f.Flow rate: 10-999 ml/min g.Accuracy: +/- 5% of desired rate h.Resolution: 1 ml/min for 10-100 ml/min, 5 ml/min for 100-999 ml/min i.Air bubble detection: ? 100 µl cohesive bubble j.Prime volume: <190ml & <45ml heat exchanger k.Arrest & additive capacity: 50 ml l.Temp range: cold = ice water controlled, warm = 4-42 degrees C m.Temp accuracy: +/- 1 degree C n.Blood to crystalloid ratio control range: 100% crystalloid, 1:9 to 66:1, 100% blood o.Ratio accuracy: <4% of each components required proportion B.Hypothermic reservoirs a.1.5 gallon capacity with screen ice grate and lid b.Inlet, Drain, Outlet c.Designed to be used with the cardioplegia delivery system's water circulation system d.Facilitates the cooling of solutions delivered to the heart during coronary bypass surgery C.Hypothermic reservoir holders a.Affixes the delivery system's hypothermic reservoir to a heart-lung machine or delivery system's stand alone cart masthead D.Ice reservoir hose kits a.12 ft. (3.65 m) water conduit hose b.8 clamps c.2 couplings d.2 ft. (.6 m) x 3/8 in. ID drainage hose e.Shut-off valve with barbed connectors f.3 Tie wraps g.Designed to drain water from the cardioplegia delivery system's hypothermic reservoir E.Water circuit adapters a.Used for creating a closed circuit of the cardioplegia delivery system's water circulation system in order to facilitate system cleaning F.Power cords a.16 ft G.Operators Manuals INSTRUCTIONS: Interested firms should submit an electronic statement outlining their firm's capability and capacity to provide their product(s) open market or on Federal Supply Schedule contract, the specification of the surgical or medical supplies and the delivery time to deliver the products to Milwaukee, WI 53295. Also, firms should provide their business size status in accordance with the small business administration website (www.sba.gov) for the above referenced NACIS code that falls within. Please submit statements of capabilities electronically to chad.turner@va.gov no later than Tuesday January 21 @ 1600 EST. Phone inquiries will not be accepted.
