Description
This is a Request For Information (RFI) only. The National Cancer Institute is interested in fostering communication between eligible small businesses and NCI staff to provide opportunities for small businesses and provide NCI staff with a greater small business base of sources. Therefore, the NCI is interested in providing small businesses that can provide NCI required services with an opportunity to display their capabilities to a wide range of NCI program and acquisition staff in an online setting. The NCI is seeking information from interested small business vendors in order to determine their eligibility to participate in a potential small business presentation. These contemplated outreach events are aimed at bringing together small business vendors from all SBA Programs to network with NCI acquisition and program offices. Specifically, NCI is interested in two categories of capabilities: 1) IT, Program Management, Business Analysis; and 2) Management Support, Studies, ADP. Submission Requirements: The purpose of this RFI is to seek information from small business vendors across all SBA Programs. RFI responses shall be written in English, Arial 12 point font, single-spaced with 1 inch margins. Only one RFI response is permitted per vendor. RFI responses must not exceed 3 (three) one-sided pages. Each of the 3 pages should contain a header containing the vendor's name, website, phone, and email. Any additional pages will not be reviewed. RFI responses should include the following: Page 1: 1. Vendor Name, Address, Website, Phone, Email, Fax 2. Identify which capability category best applies to your past performance and explain why [1) IT, Program Management, Business Analysis; or 2) Management Support, Studies, ADP] 3. Identify which SBA Program(s) you are certified under 4. Identify all applicable NAICS codes 5. CAGE Code and DUNS number 6. A signed certification that the vendor is not listed on the Excluded Parties List (EPLS) Page 2: 7. A succinct capabilities statement of the vendor 8. A summary of relevant past experience including but not limited to contracts held with the Government. Include Contract Title, Government agency or name of firm, type of contract, term of contract, dollar amount of contract Page 3: 9. A Copy of SAM "Entity Overview" RFI responses must be sent via email as a Microsoft Word or searchable Adobe PDF attachment to the following email address: NCIOASMALLBUSCOMM@mail.nih.gov The submission deadline for RFI responses is: Friday, February 1, 2013 at 4:00 PM EST All questions regarding submitting RFI responses shall be submitted via email to: NCIOASMALLBUSCOMM@mail.nih.gov The last day to submit questions is: Friday, February 1, 2013 at 12:00 PM EST Determination of Eligibility: A small business will be considered eligible to participate in any potential small business presentation if they: (i) are not on the EPLS list, (ii) are actively registered in SAM, (iii) provide services that specifically fall under one of the two capability categories, and (iv) have relevant past experience The Government reserves the right to make final determinations as to the mix (numbers, type, capability category, etc) of small business vendors it may choose to invite to participate. Those chosen to participate will be contacted for further consideration in order of receipt of RFI responses. Below is a list of the two capability categories and the top NCI Product Service Codes (PSC) that belong under them: 1) IT, Program Management, Business Analysis PSC/Description D399/IT and Telecom- Other IT and Telecommunications (Systems and Software development) R408/Support - Professional: Program/ Project Management/ Business Analysis 2) Management Support, Studies, ADP PSC/Description R699/Support - Administrative: Other R499/Support - Professional: Other TO11/Photo/Map/Print/Publication - Print/Binding 6640/Laboratory Equipment and Supplies JO66/Maintenance, Repair, and Rebuilding of Equipment- Instruments & Laboratory Equip. R708/Support- Management: Public Relations Q301/Medical- Laboratory Testing THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The National Cancer Institute will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
