- INTENT: The Maritime Administration intends to solicit pricing to perform a complete habitability upgrade of the freshman berthing and toilet/shower areas aboard the Training Ship, STATE OF MAINE The areas are located on the ship's 2 nd deck between frames 75 and 104. This upgrade shall create four (4) twenty seven (27) person berthing compartments, one (1) combination head space, one (1) dedicated shower space and one (1) computer/recreation lounge. In addition, this upgrade includes the joining of two (2) separate stair towers into one (1) stair tower. All work performed shall be in accordance with all applicable ABS Rules, USCG Regulations, and IMO/SOLAS Regulations. Upon completion of this SOW, the affected areas shall meet all requirements of the USCG, ABS and IMO/SOLAS. In addition, the affected areas shall be completely functional, ready for immediate habitation and reflect a professional installation representative of the best in modern day shipbuilding practices. PERIOD OF PERFORMANCE: Award will be made sometime mid May to allow for long-lead item ordering; actual performance shall bgin from September 2, 2013 through December 2, 2013. Work days and hours shall be 7 days a week from 0700 through 1700 hrs. BACKGROUND: The T/S STATE OF MAINE is a U.S. Government owned training ship provided to the Maine Maritime Academy for the purpose of training young men and women for a career in the U.S. Maritime Industry. The T/S STATE OF MAINE was originally built as the USNS TANNER (T-AGS-40) at the Bethlehem Steel Shipyard in Sparrow's Point, Maryland in 1990. The TANNER served as a fast oceanographic research ship for the U.S. Navy. Ownership was later transferred to the Maritime Administration which converted the ship to a Public Nautical Schoolship at the Colonna's Shipyard in 1997 and renamed the ship, T/S STATE OF MAINE. That conversion involved replacing the existing two Enterprise diesel propulsion engines with one MAK 6M601 diesel and one electric propulsion motor. This conversion also involved replacement of the existing fixed pitch propeller with a controllable pitch propeller to include modifications to the propulsion shafting. In addition, numerous compartments were created or converted into classrooms and berthing for cadets as well as providing for the expanded hotel services required. The ship is part of the National Defense Reserve Fleet (NDRF) and maintains a U.S. Coast Guard Certificate of Inspection (COI) and American Bureau of Shipping (ABS) Classification with the following designations and notations: USCG Service / ABS Description: Public Nautical Schoolship. SOLAS Category: Cargo Ship. MARPOL Category: Not an Oil Tanker. ABS Class Notations: The ship is enrolled in a Continuous Hull and Continuous Machinery Survey with ABS. As a Public Nautical School Ship and Cargo Ship (non-tanker), the regulations of 46 CFR 167, in addition to ABS Rules and SOLAS Regulations for a Cargo Ship (non-tanker), govern all work performed aboard. In this regard, the Contractor shall ensure that all work performed in the execution of this SOW conform with the requirements of 46 CFR 167, ABS Rules and SOLAS Regulations and shall not knowingly perform any action which may compromise the ship's Certificate of Inspection (COI) and/or ABS Classification. The Government shall provide for a comprehensive ship check as part of the solicitation for this work, 2 and 3 April 2013 onboard the State of Maine, as well as a review of existing bunks and lockers at 26 March 2013 at Cheatham Annex, Williamsburg, VA. The prospective Contractors shall use the ship check to thoroughly examine all areas of the 2 nd deck between frames 75 and 104 in order to determine the full extent of work necessary in order to satisfy the INTENT of the SOW. For this reason, only Contractors with a demonstrated competency and understanding of the requirements of the USCG (NVIC 9-97, and 46 CFR 72), ABS Rules and IMO/SOLAS Regulations should submit pricing.
