Description
Request for Information / Sources Sought Notice Chiller 4A and 4B Repair The General Services Administration, Heating Operations and Transmission Division (HOTD), has the following requirement for Chiller 4A and 4B Repair project. Location(s): GSA/HOTD 13th & C Streets, SW Washington, DC 20407 THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS "SOURCES SOUGHT" REQUEST. ANY RESPONSE TO THIS RFI / SOURCES SOUGHT NOTICE WILL BE USED BY THE GOVERNMENT AS MARKET RESEARCH, FOR INFORMATIONAL PURPOSES AND TO MAKE APPROPRIATE ACQUISITIONS DECISIONS. The General Services Administration located in Washington DC, is looking for qualified vendors capable of performing the work as listed below. BACKGROUND: The GSA HOTD currently supplies steam to over 84 federal buildings in the District of Columbia and chilled water service to the Department of Energy (DOE), Department of Agriculture (DOA), and Smithsonian Institute (SI). These services are a critical part of the customers' daily operation. In order to guarantee that these customers receive steam and chilled water services without Interruption, HOTD must continually maintain the plant's critical equipment. The chillers are considered as the critical equipment. DESCRIPTION OF WORK Contractor to furnish all supervision, labor, materials, equipment, tools, chemicals, transportation, and all effort necessary to perform the requirements herein and as follows: 1. This work is intended as a 10 (ten) year overhaul for the chillers, as recommended by the manufacturer, to prevent sudden breakdown. HOTD expects the chillers to function like new after the overhaul. 2. This work shall be performed per the York Company's (chiller manufacturer) recommendations. Minimum work includes: breaking clown the chiller(disassemble), rebuilding the rotor and impeller assembly, rebuilding the vane assembly, new bearings, gaskets, o-rings, balancing, alignments, charging, test running, etc. This work also includes as follows and as minimum: A. Lockout/Tagout the Chiller after coordination with plant personnel. B. Dump (withdraw) the freon charge and oil. C. Disassemble the Chiller/Compressor after disconnecting the Motor, Gearbox and other equipment. D. Check operation of Vane controls when it is disassembled and running. E. Check operation of vane operation controls. F. Check vane operation under various loaded conditions. G. Check vane closing switches and alarms for proper operation. H. Check lubricating system, oil levels, and temperatures. I. Check operation of expansion valve, superheat settings J. Leak check compressor fittings and terminals. K. Check operation of oil return system. L. Change dehydrator. M. Check and change oil. N. Check and change oil filters. O. Check operation of oil heater. P. Check operation of oil pump. Q. Examine oil filter. R. Check eductor nozzle for any foreign particles. S. Check gear box for operation T. Contractor shall be responsible for dropping charge and then re-charging the compressor. U. Electric motors may be repaired by another contractor, but this sow requires motor alignment to be completed under this contract. V. Contractor shall be responsible to align the compressor with other equipment or other equipment with the compressor. Contractor shall be responsible for furnishing and installing all lubrication and filters. Estimated Term of Services: Services are to be provided for a period of 60 days. NAICS Code: 333415 Estimated Construction Price Range Between: $150K - $300K THIS SOURCES SOUGHT, SHALL NOT BE CONSTRUED AS A FORMAL SOLICITATION. INFORMATION IS TO BE PROVIDED ON A VOLUNTARY BASIS. THE GOVERNMENT IS NOT LIABLE FOR ANY DIRECT OR INDIRECT COSTS INCURRED BY THE VENDOR IN PREPARING OR SUBMITTING THIS VOLUNTARY INFORMATION. Contractors who feel they can provide the GSA Heating Operation & Transmission District's Central Heating and Refrigeration Plant with the above services are invited to submit in writing an affirmative response which includes the following information: 1) What is the name of your business? 2) What is your POC's name, telephone number, e-mail address, and business address? 3) Is your firm a large business, small business, a certified 8(a) small business, certified HUBZone business, Small Disadvantaged Business, Veteran, Woman, and/or Minority Owned Business and/or Service Disabled Veteran Owned Small Business concern according to NAICS 333415? 4) Is your business eligible to perform the tasks as described in this document? _______ I AM interested in this procurement and would like to receive a solicitation if and when it issued. _______ I AM NOT interested in this procurement and would not like to receive a copy of the solicitation.
