This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A COMBINED SYNOPSIS/SOLICITATION, SOLICITATION NUMBER: W31P4Q12T0042, NOUN: SUBSCRIPTION RENEWAL OF ANNUAL UNICORN SOFTWARE MAINTENANCE, CLOSING DATE: 18 Jan 2013, email ralph.d.lindner@us.army.mil. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is: W31P4Q13T0045, the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-47. The NAICS code is 541519 and small business size standard is $25.0 million. The contract line item number(s) and items, quantities and units of measure are: CLIN 0001 - Annual Unicorn Software Maintenance Model 3, Quantity - 1, unit - LO. CLIN 0002 - Annual Unicorn Software Maintenance Model IV, Quantity - 1, unit - LO. CLIN 0003 - Annual Hyperion Software Maintenance Model C, Quantity - 1, unit - LO. Description of requirements for the items to be acquired is as follows: One (1) year Renewal of subscription service for Unicorn Software Maintenance for the Redstone Scientific Information Center (RSIC), specifically the model required is the SirsiDynix Integrated Library System (ILS): Model# III Classified, Model# IV Unclassified, and Model C Unclassified Hyperion. The proposed contract action is for services for which the government intends to solicit and negotiate only with one source under the authority of FAR 6.302-1. This notice is not a request for competitive proposals. Only Sirsi Corporation, Cage Code 0EXJ8 is capable of responding to the agency requirements due to the unique or specialized nature of the work. This is a proprietary, copyrighted material available only from this publisher. No other source can fill the existing requirement. Date of performance is Date of Contract Award - 1 January 2013 - 31 December 2013. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, is applicable; the specific evaluation criteria to be included in paragraph (a) are technical capability and price. The evaluation factor technical capability is significantly more important than price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
