Description
Oracle Product License Agreement This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. The Department of Veterans Affairs (VA) seeks to identify offerors who will provide maintenance for Oracle software products deployed throughout VA and currently under maintenance (see Attachment A). VA intends to include a true down provision which would allow VA to reduce cost for quantities of products no longer used and removed (i.e. 300 to 250 databases) or when the product is completely removed from the VA network (i.e. 300 to 0 databases). True downs would occur quarterly or bi-yearly, triggered by a certification from the VA contracting officer that agreed to trigger quantities (i.e. 10 percent reduction and/or product in total )have been operationally removed from the network and/or no longer require maintenance. VA desires a solution which allows VA to manage the distribution and accounting for oracle products deployed throughout the VA. VA is also interested in products providing equivalent capabilities to the products identified in the Attachment, but that streamlines and improves efficiencies in terms of user needs, costs, patching and security. This can include open source alternatives. As part of the response, please provide the following information: 1. Status as a reseller of maintenance for all the software titles identified in Attachment A. 2. Describe value added capabilities that allows VA to achieve cost reductions in an efficient manner. Discuss where these services have been applied to in the federal government in the past with positive results. Please identify contract and government POC information as applicable. 3. Describe a solution which allows VA to manage the distribution and accounting for oracle products deployed throughout the VA. 4. Provide estimated maintenance cost per fiscal year for each product with quantities shown in the Attachment A. For database related products, provide cost in ranges for each. 5. Identify equivalent products for those in the attachment that achieves efficiencies in user needs, patching and security compliance. Submit a white paper or related information via email to Kimberly Flynn, Contract Specialist, at Kimberly.flynn1@va.gov no later than close of business February 10, 2013. Please limit the white papers to 20 pages. All proprietary/company confidential material shall be clearly marked on every page that contains such. White papers should also include a short summary of your company's business/developments in this area and current deployments with references. Also, please submit the name, phone number, and email address of the lead from your organization. VA reserves the right to not respond to any or all emails or materials submitted.
