Description
The Marine Corps Systems Command, Quantico, VA, intends to award an additional seven (7) additional Rapid Ordnance Removal Subsystems (RORSs) and Surface Mine Plows under existing Contract M67854-10-D-5103, to Pearson Engineering Ltd (PEL), Wincomblee Road, Newcastle Upon Tyne, United Kingdom, using Federal Acquisition Regulation (FAR) Part 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. The additional systems units are to be used in support of the Assault Breacher Vehicle (ABV) requirements. The Assault Breacher Vehicle (ABV), based on the Abrams M1A1 chassis, provides the Marine Air Ground Task Force with the capability to conduct in-stride breaching of minefields and complex obstacles. This increase in scope will include seven additional Surface Mine Plows and seven additional Rapid Ordnance Removal Systems to allow MCSC to field the remaining Authorized Acquisition Objectives (AAO) for those assets and complete all MCSC purchases of Pearson equipment on this contract. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondent's ability to support the proposed requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the MCSC point of contact, Mr. Tom Anable, (thomas.anable@usmc.mil) not later than 1400 (2:00 p.m. EST) January 25, 2013 expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
