- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only Request for Quote (RFQ). Written quotes are being requested. A hardcopy written RFQ will not be issued. The office of National Marine Fisheries, La Jolla Laboratory has a requirement for janitorial services. The contractor shall furnish all equipment, labor, supervision, transportation and supplies to ensure that janitorial services are performed at National Marine Fisheries. The facility is approximately 38,971 square feet inside and 1,248 outside sidewalk area. STATEMENT OF WORK/SPECIFICATIONS GENERAL The National Marine Fisheries Service owns the federal office and research laboratory at 8604 La Jolla Shores Drive, La Jolla, CA. This building is occupied by federal, contractor, guest, and associate workers generally between the hours of 7:00 a.m. and 4: 00 p.m. Official office hours are 8:00 a.m. to 4:30 p.m., Monday through Friday; however, the nature of the work is such that there are workers entering and leaving the building at all hours every day. This contract will provide for the janitorial services required to maintain the laboratory as a clean and attractive place of employment. The contractor will provide a qualified employee at 4:00 p.m. each workday to begin the shift. The contractor will end his workday at 7:00 a.m. on regular government workdays. Twenty-four hour coverage is required on weekends, holidays, and at other times when the building may be closed for other reasons. Contractor shall furnish janitorial services for: 1. Offices, laboratories 2. Conference rooms; three conference rooms and one conference room in a trailer located in the center of patio 3. Building A: Three floor levels, including 1 toilet room 4. Library space 5. Building D: Four floor areas, including five toilet rooms 6. The estimated inside floor area is 38,971 square feet, the estimated outside sidewalk area is 1,248 square feet. The complex includes four three-sided stairwells and one enclosed stairwell. The Government will supply all equipment and supplies. Contractor shall furnish all labor and supervision to perform the following services, subject to inspection and approval by the Government. Period of Performance: February 1, 2013-May 31, 2014 Janitorial services, which are required daily, shall be performed on Monday, Tuesday, Wednesday, Thursday and Friday evenings. Weekly, monthly, quarterly and annual services will be performed on a rotating schedule on weekends and holidays as shown below: Item No.1 - All areas (Except Aquarium space) unless otherwise specified Frequency 1. Gather and remove waste, including all cardboard and wood from incoming shipments, and carry to trash pick-up area. Use plastic liners in wastebasket Daily 2. Wipe down dry erase boards in conference rooms, unless they are marked SAVE Daily 3. Sweep and/or dust mop all hard surface floors in all office, and including elevator, gather and remove waste, including all cardboard and wood from trash pick-up area. Use plastic liners in wastebasket. Dispose of waste from incoming shipments. Daily 4. Vacuum all carpeted high traffic areas Daily 5. Raise and lower flag each day, Monday through Friday as governed by flag display regulations (http://www.wi.net/flag.html) Daily 6. Spot clean fingerprints and dirt from inside and outside office doors. Daily 7. Clean sink in coffee rooms and laboratories. Daily 8. Dust all cleared surfaces of table tops, desks chairs, counters (except laboratory), filing cabinets, office equipment and ledges up to 72" high, without disturbing items. Weekly 9. Spot clean partitions, door frames and counters. Weekly 10. Vacuum all carpeted areas, wall to wall, under desks by moving chairs, waste baskets, etc. Daily 11. Sweep all hard surface floors, wall to wall, under desks by moving chairs, waste baskets, etc. Daily 12. Wet mop office, lab, and shops (surface floors), and rubber mats. Clean and wipe down elevator and wax floor. Weekly 13. Polish and disinfect all drinking fountains. Weekly 14. Sweep and dust all stairwells, stairs and outside walkways, including entrance and patio areas. Weekly 15. Wipe all outside handrails (including top rail of inside/outside perimeter fencing). Weekly 16. Damp mop all waxed floors and machine buff to remove traffic marks and restore luster. Monthly 17. Brush down wall and ceiling vents and wipe down all furniture. Monthly 18. Dust window blinds Quarterly 19. Wash window blinds Annually 20. Wash windows both sides Quarterly 21. Each quarter and within three weeks after date of award, strip seal and wax all resilient tile floors with self polishing wax. Quarterly 22. Wash fluorescent light fixtures and diffusers. Annually 23. Shampoo carpeted area in A-203, and administration office and director's) area. Quarterly 24. Shampoo all remaining carpeted areas. Annually 25. Maintain all outside aluminum (window frames. door frames, railing, etc.), in a corrosion free condition wiping with a mixture of light oil and kerosene mix. Quarterly Item No.2 - All restrooms and shower rooms Frequency 1. Clean and polish restroom fixtures and sanitize. Daily 2. Clean and refill all dispensers. Daily 3. Spot clean restroom partitions. Daily 4. Wet mop restroom floors Daily 5. Disinfectant and germicide all toilet bowls and urinals, clean thoroughly. Weekly 6. Brush bathroom and door vents. Weekly 7. Clean and disinfect both men and woman showers. Clean floors and remove all trash. Weekly Item No.3 - Office D-121 and D-123 Frequency 1. Sweep and dust floor wall to wall Weekly 2. Dust up to 72" Weekly 3. High dusting (above 72") Quarterly Item No.4 - Outside cleaning Frequency 1. Machine sweep sidewalks, parking lots and exterior storage areas. (Sweeper will be government furnished.) Weekly 2. Pick up trash in landscaped areas and parking lot. Weekly 3. Rake leaves and debris from patio grass areas. Weekly Item No.5 - Shop cleaning (machine, carpentry, welding, etc.) Frequency 1. Clean service sink. Daily 2. Sweep floors. Daily 3. Spot clean walls. Weekly 4. Dust up to 72" Weekly 5. High dusting (above Monthly 6. Fluorescent light fixtures and diffusers. Custodians will not touch any machinery or materials in the shops. Annually WORK PLAN A detailed work plan must be submitted indicating how each element of the statement of work is to be accomplished. The technical approach should be in as much detail as considers necessary to fully explain the proposed approach or method of the work to be done and how. 1. General statement - Statement and discussion of the requirements as analyzed by the offeror, any anticipated difficulties and problem areas and potential or approaches for their resolution. 2. Personnel and staffing plan - The offeror shall identify the individual who will be designated as the supervisor/project manager at the location. This plan shall include provisions for covering shifts when the assigned employee fails to appear for duty, and a plan to verify work performed. 3. A work assignment plan with a schedule of quarterly and annual services. Attachments EMPLOYEE ACCEPTANCE Personnel employed by the contractor shall be capable employees. The government reserves the right to reject any employee at any time that, in the opinion of the COTR is not considered acceptable in the area in which the work is to be performed. Employees under the contract must undergo security/suitability processing. Employees will be required to complete national agency check plus written Inquiries (NACI) packages which will be furnished by the government. The completed NACI packages shall be returned to the COTR to be forwarded to the contracting officer. The information requested will he handled in compliance with the privacy act of 1974. The information provided by the employees is for official use only and will be protected from unauthorized disclosure. This security/suitability processing shall be accomplished at no additional cost to the contract. Also the contractor shall furnish each employ on duty with a cell phone in the event of emergency at facilities. MATERIALS TO BE FURNISHED BY THE GOVERNMENT 1. Supplies required to perform this work will be provided by the Government as required, which include (trash cans, liquid soap, paper towels, toilet tissue, mops, brooms, sweeping compounds, floor wax, cleaners, etc). The contractor shall be responsible for using the supplies in the approved manner. Wasteful or unauthorized use of Government materials will not be permitted. 2. All equipment to be provided by Government for basic requirement plus optional periods is as follows. The government will furnish lights, power and water from regular outlets throughout the building. Storage space for the contractor's equipment and government furnished materials will be located in the janitor's locker rooms on the second floor "D" wing and third floor "D" wing. The Government will not be responsible for the loss of or damage to, contractor's property stored on the premises. Walk though inspection every two (2) hours of: Boiler room Check gauge and take reading every two hours on chillers, heat exchangers, water towers panels on the incoming sea water, cold sea water exchange, hot water exchange, hot water boiler and all pumps to assure proper pressure and temperature are maintained. Aquarium Walk through to insure there are no salt water lines broken or leaking, also any water tanks or pools. In the event of a problem, call building maintenance engineer. OTHER REQUIREMENTS 1. As a means of identification, the contractor shall require all of his employees to wear a badge or distinctive item of clothing such as a cap, blouse or uniform, during the time they are on the premises. 2. The contractor shall close and lock windows, turn off lights and fans when night cleaning is finished and use minimum lights only in areas where work is in progress. 3. The contractor shall require personnel to report fires and hazardous conditions in accordance with standard written instructions posted in the buildings. 4. The contractor shall prevent his employees from disturbing paper on desks, opening desks drawers or cabinets. HOURS OF WORK 1. The facilities manager (or his representative) shall be consulted each weekday afternoon at 3:30 p.m. before starting the work to be informed of any needed information. 2. The work shall be carried out in such a manner that there will be no undue interruption to or interference with the proper execution of U.S. Government business. Office hours: 08:00 a.m. to 4:30 p.m., Monday through Friday, except legal federal holidays, 3. All persons employed by the contractor shall comply with all building regulations while on the premises. 4. Janitorial services are to be performed weekdays from 4:00 p.m. to 7:00 a.m. and 24 hours a day on Saturdays, Sundays and federal legal holidays. A janitor shall be in the building at all times during the hours listed above to perform duties as required. REPORTING REQUIREMENTS Written reports of work performed shall be provided to the building Engineer on Monday of each week. Reports shall indicate the work performed during the preceding week. Reports shall indicate the work performed each day with special note of all periodic duties performed (other than weekly duties). OTHER CONTRACTS The Government may undertake or award other contracts for additional work such as printing, building, equipment repair or other work that is required. The contactor shall fully cooperate with other contractors and Government. OFFICE SPACE Office space will be provided for the contractor on the 3rd floor of D wing in the north west corner of the building. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 561720 with a small business size standard of $16.5M. The government intends to issue a firm fixed price contract with period of performance commencing approximately from February 1, 2013 through May 31, 2013 with four option periods. Option period 1 from 6/1/2013 to 7/31/2013. Option period 2 from 8/1/2013 to 9/30/2013. Option period 3 from 10/1/2013 to 11/30/2013. Option period 4 from 12/1/2013 to 1/31/2014 All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
