Pre-Solicitation Notice Date: January 15, 2013 NAICS: 334516 Analytical Laboratory Instrument Manufacturing Office Address: United States Environmental Protection Agency (EPA), 109 T.W. Alexander Drive, Research Triangle Park, NC 27709 Title: O2/CO2/CO Continuous Emission Monitor (CEM) Solicitation Number: RFQ-OH-13-00043 Description: The United States Environmental Protection Agency (EPA), Office of Research of Development, National Risk Management Research Laboratory, Air Pollution Prevention & Control Division (APPCD) intends to procure an O2/CO2/CO Continuous Emission Monitor (CEM). APPCD performs measurements of combustion process emissions. The proposed CEM will be used to accurately measure combustion emission in support of APPCD's combustion and emissions characterization research programs. Anticipated specifications for CEM will be: shall support all of the following measurements/ranges simultaneously within the same unit 0-25% O2, 0-20% CO2, 0-100 ppm CO; O2 detection principal shall be paramagnetic; shall have push button zero and span calibration capabilities; shall have a backlit LCD readout displaying all measurements in engineering units (e.g., ppm, %); shall have self diagnostic capabilities; shall be microprocessor controlled; shall have 0-10 VDC (or lower voltage) ana log outputs for each measurement channel; repeatability shall be within 0.5% of full scale; shall be linear within 1% of full-scale; zero/span drift shall be less than 2% of full-scale/week; shall have optically isolated digital inputs supporting range switching and auto-calibration; shall have digital output relays for range identification and indication of calibration in progress. The acquisition will be subject to full and open competition and processed in accordance with FAR Part 13. It is anticipated that the request for quotation will be posted on or about January 30, 2013 on the World Wide Web (www.fedconnect.com). It is the responsibility of the offerors to monitor the Fedconnect website for changes or updates. No hard copies will be available.
