Description
The U.S. Army War College (USAWC) is the premier graduate level professional program that prepares selected military, civilian and international leaders for the responsibilities of strategic leadership; educates current and future leaders on the development and employment of land power in a joint, interagency, intergovernmental, and multinational environment; conducts research and publishes on national security and military strategy and engages in activities that support the Army's strategic communication efforts. The proposed contract is 100% set aside for small business concerns. This is a non-personal services contract to provide instructional activities designed to teach professional military writing in the context of publishing. Though focused upon writing for publication, the course must have relevance for virtually any kind of writing a USAWC graduate may be called upon to produce, regardless of service, branch, Officer Personnel Management System specialty or civilian career field. The Contractor shall develop and deliver an advanced course in seminar format on the topic of Writing for Publication. The Writing for Publication course will be offered as part of the USAWC Elective Course Program. In Academic Year 2013 the Elective Course Program begins on or about 1 March 2013 and runs through 7 June 2013. The contractor shall provide instructor support for the entire period of performance for a period of 1 year from the date of the contract award. There will be two subsequent option years offered that the Government may exercise at their discretion. The work to be performed under this contract will be performed at the U.S. Army War College located at the Carlisle Barracks, PA. The NAICS code for this procurement is 611710. The size standard is $7 Million average annual receipts for the past three fiscal years. Prospective vendors must be registered the System for Award Management (SAM), which has replaced the former Central Contractor Registration (CCR) system. Further information may be obtained at the website HTTPS://www.sam.gov. It is estimated that the solicitation will be released on or about 22 January 2013 with a closing date on or about 21 February 2013. The actual beginning and closing date will be on the solicitation itself. It is the contractor's responsibility to monitor the website for the issuance of the RFQ as well as any amendments to the solicitation.
