- Construction Project No. 656-12-218, entitled 'Create Campus Walking Path'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Additionally, all bidders must be CVE certified as shown on vetbiz. All bidders to be registered in www.sam.gov and https://orca.bpn.gov. The NAICS Code 237310, along with size standard $33.5 million applies. The procurement is entitled 'Create Campus Walking Path' at the St. Cloud VA Health Care System, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at the St. Cloud Veterans Affairs Health Care System in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required for the creation of a campus walking path at the St. Cloud VA Health Care System as indicated by drawings and specifications. All exercise areas as referred to in detail 1/LA102 and all water features as referred in detail 1/LA104 will be completed by the VA. All paths, call stations, and utility feeds to be completed by the awardee/contractor. It shall be the responsibility of the awardee to coordinate all demolition and construction activities through VA personnel (COR-Contracting Officer's Representative) and conduct work to minimize disruption for VA patients and staff.. Work is to be completed in accordance with the contract drawings and specifications. There is ONE bid alternate. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 235 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $500,000 and $1,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about January 28, 2013. A pre-bid meeting/walkthrough is scheduled for February 7, 2013 at 1:00PM CT in Building 3, Room 207C, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on February 28, 2013. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
