- Synopsis: The Defense Logistics Agency Energy (DLA Energy) is seeking sources to transport JP5 Aviation Fuel by stainless-steel or aluminum bulk fuel intermodal tank containers from the loading locations listed to designated port of embarkation (POE). The contractor is required to provide door-to-port (POE) service only. This announcement is a Sources Sought Notice (SSN) only. DLA Energy is seeking preliminary marketing information from capable and reliable sources. Loading Locations •· DFSP Star Energy Oiltanking, Jebel Ali, Dubai •· DFSP Rota, Rota. Spain •· DFSP Houston, Galena Park, Texas, USA Delivery Locations •· Dar Es Salaam, Tanzania •· Mombasa, Kenya •· Port Louis, Mauritius •· Port Victoria, Seychelles •· Mindelo, Cape Verde •· Dakar, Senegal •· Nouakchott, Mauritania •· Banjul, The Gambia •· Accra, Ghana •· Sekondi, Ghana •· Lagos, Nigeria •· Freetown, Sierra Leone •· Port Gentil, Gabon •· Cape Town, South Africa Requested Information : Interested firms are invited to submit their comments and questions to the SSN, as well as a technical capabilities statement and any additional amplifying information. The inputs received from industry will aid the Government in the future development of the formal solicitation. Technical Requirements : A. Provide tank containers that meet the following requirements: i. Stainless Steel or Aluminum ii. Top loading iii. 3 ½" BSP Threaded iv. Estimated Capacity of 24,000 liters or 6,340 U.S. gallons v. All openings must be capable of being sealed. B. Comply with all applicable laws and regulations regarding the identification and marking, transportation, use, storage and disposal of hazardous materials. C. Ensure all containers are suitable to load in accordance with U.S. Government requirements prior to departing contractor's facility en route to origin loading depot. Petroleum products will not be loaded into transportation equipment whose previous cargo was caustic, acid, or chlorinated solvents. D. Ensure tank containers are steam cleaned and dried prior to departure from contractor's facility. E. Ensure timely arrival (within three business days of order) of containers at origin depot to complete loading within the normal hours of the facility. F. Ensure that driver presents a cleaning certificate to U.S. designated representative prior to loading. Cleaning certificate will annotate previous cargo. G. Notify DFSPs/DLA Energy QAR 7 days in advance of loading. H. Provide transportation service from Door to POE. I. Take control of empty container at destination port. Respondents who submit a technical capabilities statement in response to this notice should state whether you intend to be prime-contractor or sub-contractor. Respondents should provide demonstrated knowledge and experience of providing transportation of hazardous materials. Additionally, respondents are requested to prove the following information in their response: point of contact, telephone number, e-mail address, company name, company address, cage code, and indicate business size. If small, respondents shall indicate if company is a Small Disadvantaged Business, 8(a), Woman-owned Small Business, HUB-Zone Small Business, or Service Disabled Veteran-owned Small Business concern. Also, state if you are a US or Foreign-owned entity. The aforementioned information may be included in a cover letter accompanying your technical capabilities statement. Response Format : Interested firms that believe they are capable of providing this service as described above are invited to express their interest by responding to the SSN with a technical capabilities statement in Microsoft Office Word or Adobe compatible format. Technical capabilities statements are limited to five (5) pages, and shall use no smaller then 10 point font, Courier New or Times New Roman. All correspondence shall reference SSN No. TRANS001. Please be advised that any vendor proprietary information must be marked on a page-by-page basis. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this SSN is proprietary. Response Submissions and Deadline: All interested firms should send their responses via e-mail to Mr. Michael R. Huck at Michael.Huck@dla.mil with a courtesy copy to Ms. Jessica L. Johnson at Jessica.Johnson@dla.mail and Ms. Stephanie A. Hardison at Stephanie.Hardison@dla.mil. Responses should be no more than five (5) pages in length. No hard copy or facsimile submissions will be accepted. Respondents should include the SSN No. TRANS001 in the subject line of the e-mail. All responses to the SSN are due NLT 1300 EST, 25 January 2013. No solicitation document exists. This SSN is for informational purposes only and does not constitute a solicitation for proposals. Pursuant to FAR 15.201(e), responses to this SSN are not offers and cannot be accepted by the Government to form a binding contract. Vendors and interested parties are solely responsible for all costs and expenses associated with their respective response to this SSN. The Government will not reimburse vendors or interested parties for any costs associated with their respective response to this SSN, including but not limited to any cost associated with any submission or information provide to the government.
