Description
Notice of Intent The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Stanford Research Systems (SRS), of Sunnyvale, CA for SRS SIM Electronic Controller System for the Sensor Science Division (SSD) of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The mission of the Sensor Science Division is to develop and provide national measurement standards and services to advance physical science and technology in optical radiation, temperature, pressure, vacuum, flow, and related physical phenomena. A recent Innovative Measurement Services initiative endeavors to replace mercury manometer pressure standard with one based on gas density measured at optical frequencies. NIST's Sensor Science Division currently owns and utilizes two (2) Stanford Research Systems SIM900 Mainframes, which will be part of the Innovative Measurement Services initiative. In order for NIST to measure gas density to the highest accuracy it is necessary to lock a laser frequency to the resonance of a Fabry-Perot Cavity. The lock will be accomplished by providing a control signal to the lasers such that they remain at resonance. The purpose of the SRS SIM Electronic Controllers is that they provide the full suite of electronics required to process the control signal, and allow the initiative to be fully successful. Stanford Research Systems (SRS) is the sole manufacturer and distributor of their instruments in the United States. SRS has proprietary technology and their control system is the sole system capable of 100 percent compatibility and integration of the existing SIMS No other companies The North American Industry Classification System (NAICS) code for this acquisition 334515, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by January 29, 2013 will be considered by the Government.
