Description
The U.S. Army intends to procure quantity (1 each) Monitor and Control (M&C) subsystem for the Regional Hub Node (RHN) Satellite Communications (SATCOM) equipment at Camp Arifjan, Kuwait, quantity (1 each) M&C Prescribed Load List (PLL) Spare Kit at Arifjan, and New Equipment Training (NET) at Arifjan. The Government requires replacement of the current M&C subsystem that is part of the GD antenna system part number 9mKXK-12941 that is part of the Regional Hub Node (RHN) Satellite Communication equipment used at Arifjan. This effort includes on-site installation. The Period of Performance for this effort is 150 days After Contract Award. The resulting contract will be Firm Fixed Price (FFP) contract type. The proposed source is General Dynamics Satcom Technologies, Inc., 4825 River Green Parkway, Duluth, Georgia 30096. General Dynamics is the only source with the knowledge of the technical design requirements of its 9mKXK-12941 antenna system. The Government does not possess drawings/schematics that detail vital design information that would enable any other source to replace the Monitor &Control (M&C) Subsystem, which is nearing obsolescence. The integration of hardware and software changes that are necessary to replace the M&C Subsystem are tightly coupled and therefore only a source with extensive knowledge of this antenna system can accomplish the required efforts without extensive delays. Any other source would need to reverse engineer GD's antenna system to understand its design before it could implement the required M&C replacement and this would result in delays of at least 8 months. Additionally, to complete the proposed effort it will be necessary to replace the High Power Amplifier Controller in the Antenna Hub. This will require new switching equipment and a new waveguide to replace the existing waveguide runs. Detailed knowledge of the Antenna Hub wiring is required to perform this modification; and only GD possesses that knowledge. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
