Description
Solicitation Statment of Work (SOW) ***See Attached Solicitation*** ***See Attached Statement of Work for ENTIRE Requirement Description*** The purpose of this procurement is for the contractor to provide NIST with an updated version of the CITE-AHU application with a graphical user interface that provides all the functionality of the current Version 1.6. The new version shall be referred to as Version 2.0. This shall include the source code and all project files associated with the program. The source code as delivered must compile to the executable. The delivered software shall be based on the CITE-AHU.exe software. The structure of the software shall be modular to facilitate functional updates and future expansions. The contractor may note that some procedures may be structured more efficiently in Visual C++ (or other approved language) than in the original Visual Basic code. NIST would strongly prefer C++, but other languages that would be considered, in preferred order, would be C# (C Sharp), Visual Basic 2010 (VB 10.0), and Visual Basic 2008 (VB 9.0). Note that the requirement for Visual Studio 2010 or 2008 applies to all languages. The contractor shall implement the code in the most efficient way. Note that the intent is to preserve and/or improve the functionality of the code, not to perform a line-by-line translation. The end software provided by the contractor shall provide the capability for analysis of multiple pieces of equipment in a building or network of buildings. The software shall be able to reliably perform the data pre-processing and analysis for single-duct air-handling units, provide new graphing capabilities, and be designed and documented in a manner that would facilitate the future expansion to include analysis for other types of mechanical equipment i.e., chillers, variable air volume boxes, dual-duct air handling units, etc. The objective is for the contractor to provide a tool to serve the target users: (1) commissioning agents performing tasks to verify correct installation and operation, and (2) building operators/ energy managers who want to monitor performance of multiple AHUs on an ongoing basis, performing seasonal pre-functional checks. CITE-AHU aids building operators in decision-making by analyzing data collected from the building energy management system (BEMS) and evaluated using a set of expert rules governing the proper operation of the mechanical equipment. The new commissioning software must be capable of: • Storing and analyzing data files containing several thousand records, • Analyzing and pre-processing data collected from a building energy management system, • Detecting faults in installations by applying expert rules, • Presenting results simplified in the forms of graphs and tables, • Providing a written diagnosis report that lists possible causes of each fault detected and presenting them in a hierarchically organized format.
